Within the framework of the 2025 Public lnvestment Budget, The Mayor of Toko Council, hereby launches an Open National Invitation to Tender for the Construction of four classrooms with head teacher's office using local materials at GS Bareka I Batanga
The works comprise notably: Construction of four classrooms with head teacher's office using local materials at GS Bareka I Batanga. The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.
The estimated cost alter preliminary studies is thirty million (30,000,000) FCFA.
The works are divided into one (01) lot as follows: Construction of four classrooms with head teacher's office using local materials at GS Bareka I Batanga.
Participation in this invitation to tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender
Services which form the subject of this invitation to tender shall be funded by the Public lnvestment Budget of the 2025 financial year, budget head

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, shall be submitted in one sealed pack containing three (03) envelopes:

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.
1. Bid bond
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File, of an amount of six hundred thousand (600,000) FCFA and valid for thirty (30) days beyond the date of validity of bids.

The bids shah be opened a single phase on the 15/05/2025 at ilam local time by the Tenders Board of the Contracting Authority at the Conference Hall of Toko Council
Only bidders may attend or be represented by a duly mandated person.
Eliminatory criteria fix the minimum conditions te be fulfilled to be admitted for evaluation according to the essential criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder. They refer especially to:
· Bid bond in administrative document;
· Conformity of administrative documents;
· Technical score of net less than 70%;

Respect the model documents;
· Attestation of site visit signed by the Mayor of Toko Council;
* False declaration or forged document;
· Antecedents of abandoned or uncompleted contract or pending disputes;
ii. Essential criteria
Essential criteria are those that are primordial or key in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender. They must be determined in relation to the nature and content of the works to be executed.
Indicatively, the criteria related to the qualification of candidates will be on:

The non-respect of two (02) of the above criteria shall cause the elimination/rejection of the bid.
The Contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the Public Contracts Code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer
Bidders will remain committed to their offers for a period of ninety (90) days from the deadline set for the submission of bids.
