. This involves the realization of the tosks outlined in the bill of quantifies and cost estimates and elaborated in the special technical clau3es comprising notably:

Site installation and preliminary temporal works;

Roofing works ;

Painting works ;

Metalic works, plombing works'

Electricity works.

The estimated cost alter prefminaiy studies stands at: Sixty million (60,000,000) FCFA.

The works which are subject of this invitation to tender are into a unique lot

10.Delai de Livraison New(Additif)

The maximum duration of execution provided for by the Coniracting Authority is three (03) months. This duration is as from the date of notification of the service order to start work.

11.Cautionnement Provisoire New(Additif)

Each bidder must include int^-lis/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking or insurance establishment approved by the Ministry in charge of finance, (see list in document No. 12 of tais tender file), and of an amount of one million two hundred thousand

(1, 200,000) FCFA, valid for Ninety (90) deys beyond the date of validity of bids.

Bid bonds for unsuccessful oidders shah' be withdrawn not lofer thon fifteen (15) days alter the award of the contract and that of the successfoi bidder shall be retained until the required performance guarantee for good execution is provided.

13.Ouverture des Plis New(Additif)

The opening of the bids in one phase shall be done on 30/04//2025 at 11:00 am prompt local time in the Conference Hall of the South West Governor's Office by the South West Regional Tenders Board. Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.

14.Critères d'évaluation New(Additif)

The evaluation of bids shah be carried out in three stages:

D 1st Stage : verification of the presence and conformity of each administrative document ;

> 2nd Stage : Evaluation of the technical bids ;

> 3rd Stage: Analyses of the financial bids.

The criteria of evaluation shall be as follows:

14.1-Eliminatory criteria

Absence of or insufficient bid bond or absence of other relevant or key administrative

document and not made available within 48 hours.

- False declaration or falsified documents;

Omission or modification of a quantified lask on the bit of quantities and cost estimates;

Enterprise with an ahandoned contract or uncompleted project (above 10% lateness penalties

without due justification) in the South west Region;

Non satisfaction of at least 80% of the main qualification criteria.

Proof of site visit with images.

Proof of execution of similar jobs within the South West Region.

- Having been suspended from the public contract system by MINMAP. Deadline beyond the specific duration on the tender file. Signs and marks that can identify the bidder,

- Proof of adequate security rneasures on the site.

14.2. Main qualification (essential) criteria: The evaluation of the bids shall be done on predefined technical criteria following the binary process ('Yes' or 'Nol The criteria relating to the qualification of candidates will indicatively be on the following:

· General Presentation compliance with the model bid

· Financial capacity

· Experience. Reference of the enterprise

· Personnel to be mobilized

Material and essential equipment put at the disposal of the project

· Methodology, origination of the site and relevance of proposed solutions.

· Duration of execution.

· Initials on ail the pages and signatures on specific technical. technical and administrative clauses.

15.Attribution New(Additif)

The jobbing order shah be awarded to the biciaer whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the public contracts code. That is, it shah be awarded to the bidder with a satisfactory technical score and the lowest financial offer.

16.Durée Validité des Offres New(Additif)

The bidders shall rernain cornmitted ro their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
