1.Contexte New(Additif)

The Government of the Republic of Cameroon is benefiting from the technical and financial support of the World Bank for the implementation of the Emergency Project to Combat the Food Ci .sis in Cameroon (PULCCA) and intends to allocate part of the proceeds to consultancy services relating co the recruitment of an Individual Consultant for the Carrying Out of the Environmental and Social Audit.

 

2.Objet New(Additif)

The consultancy services will consist of the mid-term environmental and social assessment (ESA) of the environmental and social specifications as prescribed in the environmental and social management framework of the PULCCA, which is essential at this phase of the project given the type of waste produced. Indeed, this assessment aims to observe the implementation of the requirements contained in the environmental notices previously developed in order to anticipate the potential environmental impacts of the projects in real time on the biological, physical and human environments so that at the end of the project, the environment of the beneficiaries is exempt from any potential pollution or infestation linked to the actions undertaken by the project through the distribution of agricultural input kits in the localities concerned by the project.
In order to address environmental and social concerns attributable to the project and all its components, the CCES mid-term evaluation is proposed following the division into sub-projects in accordance with national legislation on the matter, international conventions and the requirements of Technical and Financial Partners (TFPs), in particular the World Bank.
This AMI therefore aims to recruit the specialized consultant(s) responsible for developing a mid-term evaluation of the environment of Forty municipalities having benefited from agricultural input kits within the framework of the PULCCA project and implemented by the implementation partners such as CARE INTERNATIONAL in the far north region and TMG INTERNATIONAL in Adamaoua and Touboro in the North, divided into 02 Lots as follows:
Zone 1: Twenty-eight (28) Ratings halfway through the Environmental and Social specifications in the Far North region;
Zone 2: Twelve (12) Evaluations halfway through the Environmental and Social specifications in the Adamaoua region.
The requirements and implementation of previously identified measures to prevent environmental damage, risks to human health and the impact on production costs of producer or beneficiary organizations will be implemented in order to arm producers in advance against the potential negative impacts of pesticide use.
These activities will still accompany the agricultural production cycle to respond to the specific concerns of producers, and throughout the PULCCA period with a view to strengthening the capacities of beneficiaries to face challenges linked to the use of agricultural inputs, climatic hazards and promote resilience in the face of climate change.

3.Consistance des prestations New(Additif)

The objective of this mission is to support the process of drafting and validating the mid-term evaluation reports of the environmental and social specifications relating to the various municipalities that have benefited from the agricultural input kits.

The mid-term evaluation of the CCES will be carried out in the following localities: Logone and Chari (10), Mayo- Tsanaga (04), Mayo- sava (03), Diamaré (03), Mayo- Danay (06). Table 1 below illustrates the municipalities concerned in zone 1.

METHODOLOGY
To achieve these objectives, the Consultant will have to:
•    Include in its approach an analysis of the existing situation of pests and diseases in irrigated agriculture, in flood recession agriculture and in public health (mosquitoes, mainly Anopheles species), the use of pesticides against these pests;
•    Conduct a survey of beneficiaries and others, field visits and meetings with key stakeholders at the grassroots level during the field mission in order to verify the type of kit distributed and the various training courses provided to beneficiaries for optimal use of these kits;
•    Consult the staff of the Municipalities and the various sectoral departments, in particular the Directorate of Regulation and Quality Control of Agricultural Inputs and Products of MINADER;
•    Organize a seminar to present and validate the data collected, analyzed and evaluated with representatives of the project beneficiaries.
In cases where safe uses of pesticides are justified and permitted, efforts to reduce the impacts of pesticides should primarily be sought in the following operations: (i) acquisition of approved plant protection products, (ii) formulation and repackaging, (iii) transport of plant protection products, (iv) storage of plant protection products, (v) distribution of plant protection products, (vii) use on farms, (viii) washing of containers (ix) disposal of packaging.
•    The guiding principles should be inspired mainly by Law No. 2003/003 of April 21, 2003 on phytosanitary protection, which defines the general framework for the management of phytosanitary products in Cameroon. Beyond compliance with the legislative framework in force, these principles should also refer to good international practices and to the World Bank's OP 4.09 on pest control.
•    Assessment and Control of Health and Environmental Impact.
1.    The services are expected to be provided over a period of 45 days. 
2.    THE Project Management Unit Coordinator now invites eligible consultants to express their interest in providing the above Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services ( brochures, references regarding the execution of similar contracts, experience in similar conditions ).

 
 

 

 

4.Participation et origine New(Additif)

INDIVIDUAL CONSULTANT PROFILE
He must meet the following conditions:
•    Have a higher diploma at Master II level at least (Bac +5) in environment, agricultural sciences, entomology or any other equivalent diploma related to the position;
•    Have at least ten (10) years of proven experience in conducting studies on pest and pesticide management as an evaluation mission leader;
•    Have a good knowledge of the standards and regulations on pests and pesticides in the countries of the sub-region and the risks linked to the use of pesticides in the key areas of intervention of the project;
•    Having experience working with government institutions and/or multilateral donors would be an asset;
•    Have excellent written and oral communication skills in French;
•    Fluency in English and Fulfulde will be an asset;
•    Be able to work under pressure.

6.Renseignements Complémentaires New(Additif)

DELIVERABLES
•    Submit the interim report for review to the Project Management Unit;
•    Submit the final evaluation report approved by each competent Mayor.
The attention of interested Individual Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's " Procurement Regulations for REIT Borrowers ", November 2020 edition , which sets out the World Bank's policy on conflicts of interest are applicable.
An Individual Consultant will be selected by the Individual Consultant Selection method as defined in the Procurement Regulations for Borrowers Requesting Investment Project Financing (IPF), November 2020 edition and its updates.
