As part of the improvment of the living conditions of the populations of the BAYANGAM Council, the Bayangam Mayor launches a National Open Bidding for the supply and installation of 24 "two in one" technology solar street lights with separate components in Bayangam

The work Includes:

o site installation;

o exécution studies;

o ordering solar equipment;

o picketing;

o the realization of reinforced concrète anchors;

o the supply of the components of the lamp posts;

o assembly of street lights components and training of personnel in charge of maintaining solar street lights

O the installation ofstreetlights;

o carrying eut functionai tests;

o various settings.

The estimated cost of this benefit is thirty million (30,000,000) CFA francs, inclusive of tax

The Works are divided into a single lot.

Participation is open on equal terms to all eligible Cameroonian companies ellgible and fulfiiling the conditions set outin the Spécifie Tender Régulations (RPAO).

The work, subject of this cal! for tender is financed by the budget of FEICOM and the Bayangam Council, financlal year 2025 and following.

The Tender Package may be obtained during working hours in the internal structure of the Commune of Bayangam for the administrative management of public contracte, upon publication of this notice, against payment of one Non-refundable sum of forty thousand (40,000) CFA francs payable to the Municipal Revenue ofthe Municipality of BAYANGAM COUNCIL or to the public treasure

Bids written in english or french in seven (07) copies of wich one (01) original and six (06) copies marked as such will be deposited under seal with a receipt at BAYANGAM Town hall, no later than 02/05/2025 to 10H local time at BAYANGAM Town hall.

Tenders received after the deadline for submission of tenders will not be received.

The maximum period specified by the Employer for the execution of the work refered to in this Request for Proposals is three (03) months from the date of notification of the service order to strart the services.

Under penalty of rejection, each tenderer mustattach to his administrative documents a bîd bond drawn up exclusively by a bank offirst order approved by the Ministry in charge of Finance and listed in Exhibit 12 of the cal! for tenders document for an amount equal six hundred thousand (600,000) CFA francs, valid for a period ofthirty (30) days, beyond the closing date for the validity of the bids.

In the event of rejection, the administrative documents required must-be produced in original or certified copies by the issuing department or acompétent authority (Senior Divisional Officer or Divisional Officer...), in accordance with the provisions ofthe Spécial Régulations ofthe Appeal d'offers.

They must be dated less than three (03) months before the original date for submission of tenders or have been established after the date of signature of the Notice of Infivation to Tender.

The opening of the folds will be done in one time. The opening of administrative documents, technical and financial offers will take place from 02/05/2025 to 11H local time by the Internai Tender Boards in the meeting room at BAYANGAM Town Hall

Only tenderers may attend this opening session or be represented by aduly mandated person of their choice.

a. Elimination Criteria

The élimination criteria set out the minimum conditions to be admitted for évaluation according to the essentiai tanks. Failure to comply with these criteria wiil resuit in the tendereris bid being reiected

These include:

1. Absence of an administrative document not regularized within 48 hours;

2. Absence of the bid bond at the opening of the bids;

3. False déclaration orfalsified document;

4. Omission in the financial offer of aquantified unit price;

5. Technical score less than 80% ;

6. Be on the lisî of companies suspended by MINMAP (ART 92 OF THE CMP);

7. Having been termlnated for default during the exécution of aproject financée! by FEICOM (see Exhibit13);

8. Absence of a certifîcate of non-abandonment of a work site on honor.

b. Essentiai Criteria

The criteria for the qualification of candidates will be indicative of:

- Financial capacity less than 16 100 000 CFA F;

- The references of the company in similar achievements;

- The exécution tlme;

- Qualification and experience ofstaff;

- Material and logistical means compatible with the work to be carried eut;

- Général présentation ofthe offer;

- Financial offer.

The bid submitted by the bidder will inciude proofof acceptance of the conditions ofthe contract in the RPAO, in particular the Book of Parllcular Technical Clauses (CCTP).

Any bid that does not obtain acumulative percentage of 80% «yes »will not have its financial offer examined

The Contracting Authority shaii award the Contract to the Bidder fuifiiiing the conditions set eut in points 34.1 and 34.2 of the Supplementary Régulations

Tenderers shaii remain bound by their tenders for ninety (90) days from the closing date for the submîssîon oftenders.
