1.Contexte New(Additif)

The Government of the Republic of Cameroon is benefiting from the technical and financial support of the World Bank for the implementation of the Emergency Project to Combat the Food Crisis in Cameroon (PULCCA), and intends to allocate part of the proceeds to consultancy services relating to the recruitment of a consultant firm for the preparation of environmental and social impact statements.

2.Objet New(Additif)

The consulting services (firm) will consist of supporting the process of drafting and validating the Environmental Impact Notices (NIES) reports relating to the different Municipalities identified as part of the activities linked to the distribution and use of agricultural input kits in the Far North region and Adamaoua.
Specifically, this study allows us to identify and evaluate the environmental and social impacts of the activities carried out within the framework of the distribution and use of agricultural inputs to beneficiaries, the measures to mitigate negative impacts and enhance positive impacts and the establishment of a monitoring and evaluation system.

 

3.Consistance des prestations New(Additif)

SCOPE OF THE MISSION

In particular, it will ensure that the following objectives are achieved:

·         Drafting of the ToRs for each Environmental and Social Impact Notice (NIES);

·         Submission of the ToRs to the relevant town hall against receipt for the examination and approval fees. These ToR examination fees will be paid by the UGP.

·         Production of the Environmental and Social Impact Statement (NIES);

·         Drafting and review of the preliminary report (consultant, UGP, MINEPDED);

·         Transmission of the Environmental and Social Impact Notice (NIES) report to the Mayor with an Environmental and Social Specification (CCES);

·         Monitoring of the validation of the Environmental and Social Impact Notice (NIES) report and issuance of the Environmental Compliance Certificate (ACE).

METHODOLOGY

The consultant will work in synergy and collaboration with the UGP team and the various stakeholders to:

·         Describe the sub-project activities, sources of impacts,

·         Identify and assess the initial social and environmental conditions at the site level of each activity;

·         Identify and assess the potential impacts related to the implementation of the proposed activities;

·         Assess the impacts of activities taking into account environmental and social legislation at the national level and the updated Integrated Environmental and Social Management System of the World Bank, and make appropriate recommendations for the mitigation and management of adverse environmental and social impacts of sub-projects;

·         Organize neighborhood surveys: to take into account the perception and concerns of populations living near the areas where activities are implemented in particular;

·         Propose measures to prevent environmental degradation, management of the safety and hygiene of beneficiaries and deterioration of the living environment of populations following the use of phytosanitary kits;

·         Propose measures to reduce and/or repair damage caused to the environment and the health of beneficiaries of phytosanitary input kits by applying measures to prevent, mitigate and correct the harmful effects resulting from the use of phytosanitary products, including compensation and the resettlement of affected persons in the event that land acquisition is necessary;

·         Propose measures for the participation of populations and concerted organizations in decision-making concerning the project;

·         Analyze the state of play in terms of occurrence, prevention and management of cases of GBV/SEA/HS as well as the risks associated with the project likely to give rise to these phenomena in the project area;

·         Propose environmental and social specifications for the management of identified impacts

·         Present the detailed cost of the environmental and social specifications

·         Propose a conclusion and recommendations from each NIES

·         Propose as a bonus measure, taking into account the precariousness of these regions in terms of climate and the state of environmental degradation (plant cover, soil).

1.      It is expected that the services will be performed over a period of forty (40) calendar days.

2.      THE Project Management Unit Coordinator now invites eligible consulting firms to express their interest in providing the above Services. Interested Consultants (firms) must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services ( brochures, references regarding the execution of similar contracts, experience in similar conditions ).

 

NB: Only references for which supporting documents have been presented as specified in the AMI will be taken into account.

 

4.Participation et origine New(Additif)

CONSULTANT PROFILE (FIRM)

·         Consultants must be from Environmental and/or Social Firms in general who have carried out missions relating to environmental and social aspects.

·         Consultants must have completed missions similar to the development of environmental and social impact statements in different projects/programs or structures. As well as strong experience in the field of pesticides over the last 05 years. Team composition

The shortlist will include a minimum number of two (02) firms and a maximum number of three (03) firms. The consultant (firm) who presents the best level of qualifications and experience relevant to the mission will be invited to submit their technical and financial proposals for negotiation.

Expressions of interest files written in French or English will be submitted either in physical version (05 copies including 01 original and 04 copies) to the PULCCA Management Unit, located in the Karata district, Limbe 1st, Mokunda Road, R+2 tiled building with the roof painted in red or by email , or in electronic version to the address upmpulcca@gmail.com with a copy to ericdiesse24@gmail.com no later than fourteen (14) working days from the date of publication at 3:30 p.m.

6.Renseignements Complémentaires New(Additif)

The attention of interested Consultants (firms) is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's " Procurement Regulations for FPI Borrowers ", November 2020 edition , which sets out the World Bank's policy on conflicts of interest are applicable.

Consultants may partner with other firms to enhance their qualifications, but must clearly indicate whether the association takes the form of a joint venture and/or subcontracting. In the case of a joint venture, all members of the joint venture will be jointly and severally liable for the entire contract, if selected.

A Consultant (firm) will be selected by the method based on Selection Based on the Qualification of the Consultant (SQC) as defined in the Procurement Regulations for Borrowers requesting Financing of Investment Projects (FPI), November 2020 edition and its updates.
