Within the framework of the 2025 Public Investment Budget, the Mayor of Mamfe Council hereby launches an Open National Invitation to Tender by Emergency Procedure FOR THE CONSTRUCTION OF COrtfiiMUN/TY HUT IN MAMFE MUNICIPALITY PHASE 2.

             Nature of work:

The works comprise the outcome of the preliminary studies ci^-irried out and the detailed information pcovided for in the technical specifications.

Estintated cost

The estimated cost after preliminary studies is 23 000 000 ^.F

5.          Participation and origin

Participation is open to duly legalized Cameroonian enterprises that fulfil the rnents of this invitation to
tender.

             Funding

Services, subject of this invitation to tender shall be funded by the Public Investment Budget of the 2025 financial year as follows: JA04830

8.                Consultation of tender file:

The file may be consulted during working hours (7:30 am — 3:30 pm) at the Mamfe Council Contracta Office, Tel: 675181097/653275668/679594652, ARMP Buea, MINMAP Manyu as soon as this notice h published.

8.                                     Acquisition of tender file:

The file may be obtained from the Mamfe Council Contracts Office, as soon as this notice is publishec against payment of a non-refundable sum of 25 000 FCFA for the tender to the Mamfe Municipal Treasury with an acknowledgement receipt thereof.

8.                                     Submission of bids:

Each bid drafted in English or French in six (06) copies including the original and five (05) copies marked as such. should reach the Mamfe Council Contracts Office on 24/04/2025 at 10.00 am local time and labelled.

-        Envelope A: Administrative bid;

-        Envelope B: Technical bid;

Envelope C: Financial bid.

5.                     Bid bond

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment or a fully accredited Insurance company approved by the Ministry in charge of finance and whose list is found in document N° 10 of the Tender File, of an amount of 460 000 FCFA and valid for thirty (30) days beyond the date of validity of bids.

The bid bond should be provided in accordance with the Circulai' Letter N° 000019/LC/MINMAP of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts. This bid bond should be authenticated by a certificate issued ti. P1)_

             Admissibility of bids

Under pain of being rejected, only originels or ceriiticd true copies from the issuing serVice^. or

adMinistrative authorities (Senior Divisional Officers,                      Offizers, etc.) Of the documents required
must immatively be produced in accordance with the Special Conditions of the Invitation to^- tender. The}' - must not be older than three (03) months.

Any bid not in conformity with the prescriptions of this notice and tender file shall 'be decIaree inadmissible. Especially the absence of a bid bond issued, by an approved bank or a fully accredited Insurance • company by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents' shall lead to outright rejection of the bid without appeal.

12.               Opening of bids:

The bids shall be opened in a single (01) phase on 24/04/2025 at 11.00 am local time by the Mamfe Council Internai Tenders Board in the Conference Hall, located at Mamfe Council premises. Only bidders may attend or their duly accredited representatives with Power of Attorney

- Enterprise has any abandoned projects within the Division in the last three years.

14.                                   Award

The jobbing order shall be awarded to the" contractor fulfilling the best technical and financial conditions.
