1.       Subject of the invitation to tender:

Within the framework of the 2025 Public Investment Budget, the Mayor of Mamfe Council hereby launches an Open National Invitation to Tender by Emergency Procedure FOR THE REHABILITATION OF GOVERNMENT SCHOOL MAMFE TOWN GROUPS I, H & III.

1.       Nature of work:

The works comprise the outcome of the preliminary studies carried out and the detailcd information provided for in the technical specifications. It concerns the rehabilitation of two classrooms.

Estiniated cost

The estiinated cost alter preliminary studies is 21 000 000 FCFA.

Trie maximum cleadline provided for by the Project Owner for the execution of the works forming the subject cf this invitation to tender is three (03) nionths

            Participation and origin

Participation is open to duly legalized Cameroonian enterprises that Iùlfil the requirements of this invitation te tender.

       Funding

Services, subject of this invitation to tender shah be funded by the Public Investment Budget of the 2024 financial year as follows: RECORD NUMBER: JA01528

                   Consultation of tender file:

The file may be consulted during working hours (7:30 am — 3:30 pm) at the Mamfe Council Contracts Office, Tel: 675181097/653275668/679594652, ARMP Buea, MINMAP Manyu as soon as this notice is published.

8.                                          Acquisition of tender file:

The file may be obtained from the Mamfe Council Contracts Office, as soon as this notice is published against payment of a non-refundable sum of 20 000 FCFA for the tender to the Mamfe Municipal Treasury with an acknowledgement receipt thereof

8.                                          Submission of bids:

Each bid drafted in English or French in six (06) copies including the original and five (05) copies marked as such, should reach the Mamfe Council Contracts Office on 24/04/2025 at 10.00 am local time and labelled.

Envelope A: Administrative bid;

-        Envelope B: Technical bid;

-        Envelope C: Financial bid.

Any document poorly drawn-up, not bourra as per Article 24 of the Public Contracts Code or not prodhcéd iri ^-six (06) copies shall be rejected.

5.            Bid bond

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment or a fully accredited Insurance company approved by the Ministry in charge of finance and whose list is found in document N° 10 of the Tender File, of an amount of 420 000 FCFA and valid for thirty (30) days beyond the date of validity of bids.

The bid bond should be provided in accordante with the Circular Letter N° 000019/LC/MINMAP oj Sik hure 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal oj bond on public contracts. This bid bond should be authenticated by a certificate issue

11.                 Admissibility of bids

Under pain of being rejected, only originals or certified true copies from the is'suing; service Or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents require.d must imperatively be produced in accordance with the 'Special Conditions of the Invitation to tender. They must not be older than three (03) months.

Any bid not in conformity with the prescriptions of this notice and tender file shah be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shah lead to outright rejection of the bid without appeal.

11.                                   Opening of bids:

The bids shah be opened in a single (01) phase on 24/04/2025 at 11.00 am local time by the Mamfe Council Internai Tenders Board in the Conference Hall, located at Mamfe Council premises. Only bidders may attend or their duly accredited representatives with Power of Attorney

Enterprise has any abandoned projects within the Division in the last three years.

ii..       Main Qualification criteria

The criteria for qualification of candidates should be on the following:

v  Access to credit or other financial sources (11 million francs at least):        Yes / No

v  References of similar jobs: Yes / No

v  Availability of material and essential equipment       : Yes / No

·         Experience of supervisory staff: Yes / No

·         Methodology                 Yes/No

§  Turnover as in business license above or equal ta 21 million francs CFA; Yes/No

Non-respect of two (02) of the above criteria shall entail rejection of the bid.

NB: the marking scale for bids by award of points is banned in favour of the binary method (Yes or No).

14.              Award

The jobbing order shall be awarded to the contractor fulfilling the best technical and financial conditions.

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
