Within the framework of the executing the 2025 public investment budget allocated to SOWEDA the Ministry of Agriculture and Rural Development (MINADER), the Director General of the Sout West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Construction of 02 (two) Farm Gate Hangars in Epenebel Village, Bangem Sub-Division, Kupe Muanenguba Division - SW Region - By Emergency Procedure.

The work that is subject of the present tender shall be in 01 Lot as follows:

The various works to be executed are as follows: Preparatory works

-        Earth works Foundation works Block laying/Elevation

-        Roof and Roof Cover

Paint VRD

The estimated cost of the works following prior studies stands at FCFA 33,000,000 (thirty three million francs) taxes inclusive.

This National Invitation to Tender is open Io Cameroonian-based enterprises..contracts proven their ability and expertise in the execution of such works.

The work which forms the subject of this invitation to tender shall be financed bv the 20¹5 MINADER Public Investment Budget allocated to SOWEDA

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. to 3.30 p.m.)

Thé file may be obtained from the saine address above, as soon as this notice is published against payment of the sum of 50,000 (fifty thousand) francs CFA, payable into the CAS-ARMP Account in any BICEC Bank Branch.

The maximum deadline for the execution of the works shall be 02 (two) months frein the date of issue of Service Order for the commencement of works.

Each bidder shall include in their administrative documents a bid security (in conformity with the model given in the annex) amounting to 660,000 (six hundred and sixty thousand francs).

The bid bond provide in accordance with the Circular Letter No. 000019/LC/MINMAP of 5^th of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.

The absence of the bid bond issued by a first-rate bank or financial body of first category authorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to the immediate rejection of the offer. A bid bond submitted but that does not have any relation with the consultation concerned shall be considered as absent. The bid bond presented by a tenderer at the bid opening session shall not be accepted.

The bids shall be opened in a single phase. The administrative, technical and financial bids shall be oppPed - on Friday, 16'h May 2025 at 11 o'clock., local time by the Internai Tenders Board of SOWEDA in the SOWEDA Conference Room in Buea, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

Absence of a hid bond

·      Absence or non-conformity of an administrative document within 48hours after bids opera

4' Lack of Site Visit Report signed by the SOWEDA Infrastructure Engineer in both

Administrative and technical file.

·      False declaration or falsified document

·      Uncertified diploma(s) of personnel

·      Financial capacity below 50% of the amount of the project;

·      Absence of declaration of non-abandonnent of a public contract during the last three years;

·      Lack of proof attesting to the previous execution of at least 03 (three) contracts of similar

nature during the last 5 years.

Essential Criteria

The following binary mode of evaluation shall be used:

The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically.

Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
