Within the framework of realizing the activities under the funding of the IDA Loan 7116-CM-Emergency Project to Combat Food Crisis in Cameroon (PULCCA), the Director General of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender N° 009/25/ONIT/SOWEDA/SITB/PULCCA/2025 of 22/04/2025 for the Supply and Distribution of Veterinary Products to Fako, Lebialem, Ndian, Manyu and Meme Divisions, South West Region By Emergency Procedure.
The services related to this contract shall comprise the Supply and Distribution of Veterinary Products to Fako, Lebialem, Ndian, Manyu and Meme Divisions, South West Region to support farmers of the livestock sector in the South West Region as described in the terms of reference and technical specifications given below.
The estimated cost of this tender is 19,318,800 (nineteen million three hundred and cighteen thousand eight hundred francs) CFAF, taxes inclusive.
The tender is open to duly legalized Cameroonian Veterinary doctors in private practice who have the authorization to market veterinary products. The bidder must include the Decision signed by the President of the National Order of Veterinary Doctors which him to practice the Profession.
The supplies which are subject of this invitation to tender shall be financed by the IDA Loan 7116-CMEmergency Project to Combat Food Crisis in Cameroon (PULCCA) allocated to SOWEDA.

The maximum deadline provided for the delivery of the various items that are subject of this tender is fixed at 01 (one) month. The items shall be delivered at the PULCCA Beneficiary Councils
Each bidder must include in his administrative documents a bid bond issued by a first rate ins-_17:ince establishment approved by the Ministry in charge of finance and whose list is found in _:ment N' 12 of the Tender File amounting to FCFA 386,376 (three hundred and thirty eight thousancl three hundred and forty francs)
The bid bond provide in accordance with the Circular Letter No. 000019/LC/MINMAP of 5ffi of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.
The absence of the bid bond issued by a first-rate bank or financial body of first category authorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to -the inunediate rejection of the offer. A bid bond submitted but that does not have any relation with the consultation concerned shall be considered as absent. The bid bond presented bÿ a tenderer at the bid opening session shall not be accepted

The bids shall be opened in a single phase on 16/05/2025 at 11:00 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board. Only bidders may attend or be represented by a duly mandated person.
: Eliminatory Criteria
1. Absence of a bid bond;
2; Absence or non-conformity of an administrative document within 48hours after bids opening;
3. False declaration or falsified document;
4. Non-compliance with at least 70% of the minor technical specifications of the item;
5. Absence of quantified unit price;
6. Absence of declaration of non-abandonment of a public contract during the last three years;

7. Non-satisfaction of at least 3/5 yes of the essential criteria;
8. Financial capacity below 50% of the amount of the project;

The contract shall be awarded to the bidder whose administrative bid shall be up-to-date, technical bid judged satisfactory and who shall be the least financial bidder
Bidders shall be bound by their bids for a period of 90 (ninety) days effective from the date of opening of bids.
