Within the framework of the Public lnvestment Budget 2017, the Regional Delegate of Public Contracts for the South West Region, Contracting Authority, hereby launches a Restricted National Invitation to tender for the Regional Delegate of Economy, Planning and Regional Development Project Owner, FOR THE DRILLNG OF FIVE (05) BOREHOLES WITH PUMP (WP) IN SOME MUNICIPALITIES OF SOUTH WEST REGION.

The works that are subject of the present tender are in TWO Lots and consist of: Preliminary works;

-      Drilling works;

-      Design-Cleaning and Developrnent-Pumping test;

-      Superstructure and manual pump installation;

-      Maintenance System.

Participation in this Restricted National Invitation to Tender is opened to the following short listed companies:

Works which form the subject of this invitation to tender shall be financed by the Public

Investment Budget of the 2017 financial year, punctual credit, budget head No. 
The budgeted amount for this works is estimated at Forty million Pive hundred thousand (40,500,000) FCFA for the two lots.

The maximum execution deadline of the work shall be 03 (Three) months from the date of issue of Service Order for the commencement of works.

The offers shall be opened in a single phase. The administrative, technical and financial

bids shall be opened on, the 08 juin 2017  at 10.00 a.m., local time by the Tender
Board of the Contracting Authority in the MINMAP Conference Hall, at the MINEPAT Building in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

1. 13.1: Main Eliminatory Criteria: Bids shall be rejected for:

13.1.1: Administrative file

n  lncomplete or non-compilant administrative file subject to Article 1.1 of Circular No.002/CAB/PM of 31⁵t January 2011 relating to the improvement of the performance of the Public Contracts System;

• False declaration or forged document; (The Tenders Board or the Contracting Authority reserves the right to proceed with the verification of the authenticity of any document of doubtful nature or character);
• Absence of attestation of site visit signed by the Mayors of The respective councils;

13.1.2: Technical Proposai

• A technical score of less than 70%.

n  Proof of ownership or of hiring of drilling equipment

13.1.3: Financial Proposai

n  Incomplete financial bid;

n  Omission of a quantified unit price in the price schedule;

• Absence of a Sub-detailed (breakdown) of price.

13.2: Main Qualification/Essential Criteria

The criteria relating to the qualification of a bidder are as follows:

The contract shall be awarded to the bidder with the least financial offer alter having qualified administratively and technically.

NB: A single bidder can be awarded only one (01) lot

Bidders will remain committed to their offers for a period of 90 days from the deadiine of submission of tenders
