Within the framework of the Public Investrnent Budget 2025, the Mayor of Tinto

Council, Contracting Authority hereby launches an Open National Invitation to Tender by Emergency Procedure for the CONSTRUCTION OF A NURSARY BLOCK AT G.N.S BACHUO-AKAGBE, TINTO MUNICIPALITY IN MANYU DIVISION, SOUTH WEST REGION

The works comprise the preliminary studies carried out and the detailed information provided in the technical specification and the quantitative estimates.

The works for this project is the construction of a Nursery block at G.N.S BACHUO­AKAGBE, Upper Bayang Sub Division

1.               Participation and origin:

The tender is open to duly legalized Cameroonian enterprises that fulfill the requireinents of invitation to tender

1.               Financing

This project shall be financed by the relevant credit allocation in the PIB 2025 of the Republic of Cameroon as per the imputation:

The file may be consulted during working hours at the Tinto Council Contracts Office Room 3, Tel: 675 78 64 62/677 43 47 2.5 as well as at ARMP/SW/BUEA and MINMAP/MANYU as this notice is published

6.                                      Acquisition of tender file:

The file may be obtained from the Tinto Council Contracts Office Room 3, Tel: 675 78 64 62/677 43 47 25 as soon as this notice is published against payment of the sum of Fifty thousand (50 000) CFA francs, payable at the Municipal Treasurer Tinto Council of a non-refundable fee representing the cost of the tender file

Each bid drafted in English or French in six (06) copies including one original and five (05) copies retacked as such, should be submitted against receipt to Public Contract not

later than. 22/05/2025 at 9.00 am and should carry the inscription:

6.                                      Delivery deadline

The maximum execution deadline provides Contracting Authority shall be three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the tender file, of an amount of Five hundred and forty thousand (540 000) CFA francs a validity period for thirty (30) days from the date they opened

6.                   Opening of bids:

The offers shall be opened in single phase. The opening of administrative offers (Envelope A), the technical offers (Envelope B) and financial offers (Envelope C) on 22/05/2025 at 10 am local time by the Tinto Council Tenders Board situated at the conference hall of Tinto Council

    The Non respect of Article (92) sub 9 of the Public Contracts code;

Ø  Bid not registered in bidders' register

Ø  False declaration or forged documents;

Ø  The bids are not in conformity with the Tender File;

»   Technical characteristics which are not in conformity with those specified in the special Technical conditions; D. The technical offer must have at least (70%);

>     They lack one unit price;

Ø  Non conformity bid proper.

D    A Bid with the external envelope carrying a sign or mark leading to the identification of the bidder.

Ø  Two bids with the sanie personnel

Ø  Contractors with abandoned projects with no justification.

12.   Main qualification criteria

The criteria relating to the qualification of bidders could indicatively be on the following:

The non-respect of two (02) criteria shah cause the eliminator of the offer.

The contract shall be awarded to the lowest bidder who satisfied the administrative and technical disposition

Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders
