The General Manager of the South West Development Authority (SOWEDA) hereby launches a Request for the Expression of Interest for the Pre-Qualification of Consultancy Firms to elaborate a Budgetary (Triple) Accounting System for SOWEDA.
The services that are subject of this request for expression of interest are defined in the Terms of Reference or the assignment.
Participation in ibis expression of interest is open to ail consultancy firms with sufficient technical competence and national experience in the provision of the services mentioned above.
The services which are the subject of the Invitation to Tender that shall be launched subsequent to this Request for Expression of Interest shall be financed under the 'Contrat-Plan Etat/SOWEDA 2016-2018 Budget, Head MINFI-Chapitre 93/2017.
The opening and evaluation of application files in view of pre-qualifying the consultancy firms shah be carried out at SOWEDA, Buea.
Each Expression of Interest should consist of an Administrative File and a Technical Proposai sealed in separate envelopes, written in English or in French and submitted in five (05) copies each, of winch one (0 I ) original and four (04) copies.
Ail Expressions of Interest should be submitted at the Secretariat of the Director of General Affairs of SOWEDA, P.O. Box 336 Buea, South West Region on or before 30th May 2017 at 12:00 p.m. prompt.
The file shall be contained in a single and sealed envelope addressed to the General Manager of SOWEDA, P.O. Box 336 Buea bearing the inscription:
"Request for Expression of Interest N° 007/REI/SOWEDA/CP/ 17 of 03/05/2017 for the PreQualification of Firms to Elaborate a Budgetary (Triple) Accounting System for SOWEDA".
- 2. Administrative File
Administrative documents which should net more than three (3) months old and valid for the 2017 financial year include uncertified photocopies of:
- A signed and stamped (1,000frs fiscal stamp) letter of declaration of intention of the consultant to participate in the bidding procedure (Motivation Letter).
- Photocopies of relevant administrative and fiscal documents allowing them to carry out business in Cameroon including: Attestation of business registration issued by the Ministry of Commerce, Certificate of non-indebtedness issued by Taxation Department, Tax Payer's Card, Attestation of Non-Bankruptcy, Plan of Location.
7. Technical Proposai.
The technical documents shah include:
a) Brief presentation of the consultancy Firm
b) A statemeni of capability and experience indicating that they are qualified to perform the services required. This should be supported bv brochures, attestationtelidence and description of experience in sirnilar assignments accomplished and duly received, availability of appropriate skills among staff etc. Signed CVs and copies of certificates of staff must be included.
c) Qualification & Experience of Key Personnel: Head of Mission must be a Chartered Certified AccountantlAuditor. Key personnel shah be holders of Postgraduate studies in Accounting or anv other equivalent defiree with good ImoNvIedpie in the preparation of balance sheets and income statement m•ith an experience of at least 10 years in the accounting domain.

- Proof of references in similar jobs
- Absence of any of the requirements or conditions stated about the personnel
9. Eliminatory Criteria
- Incomplete administrative documents
- False declaration or falsified document
- Lack of appropriate personnel.
10. Indicative Selection Criteria
The consultants shall be pre-selected on the basis of:
- Experience, especially in similar assignments (451100)
- The caliber of human resources in relation to ibis assignment (50/100) - General presentation of bids (05/100).
