Within the framework of implementing the activities related to 2025 Public Investment Budget allocated to the Establishment, the Director General of SOWEDA hereby launches an Open National Invitation to Tender for the Supply of Tyres for SOWEDA Road Maintenance Equipment Pool.
The services related to this contract shall comprise the Tender for th upply of Supply of Tyres to SOWEDA as described in the technical specifications given below.
The estimated cost of this tender is: FCFA 18,427,000 (Eighteen million four hundred and twenty seven thousand francs).
The supplies that are subject of this tender shall be in a single lot.
Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that are licensed in the supply of heavy-duty equipment and which fulfil I the requirements of this invitation to tender.
The supplies which are subject of this invitation to tender shall be financed by the 2025 Public Investment Budget of the Ministry of Agriculture and Rural Development allocated to SOWEDA

The maximum deadline provided for the delivery of the various items that are subject of this tender is fixed at 02 (two) maths. The tyres shall be delivered at SOWEDA Head Office in Buea.
Each bidder must include in his administrative documents a bid bond issued by a first rate banking/insurance establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File and valid for thirty (30) days beyond the date of validity of bids amounting to FCFA 368,540 (Three hundred and sixtyeight thousand five hundred and forty francs).
The bid bond provided must be in accordance with the Circular Letter No. 000019/LC/MINMAP of of June 2024
relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.
The absence of the bid bond issued by a first-rate bank or financial body of first category authorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to the immediate rejection of the offer. A bid bond submitted but that does not have any relation with the consultation concerned shall be considered as absent. The bid bond presented by a tenderer at the bid opening session shall not be accepted

The bids shah' be opened in a single phase on 30/05/2025 at 11 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board. Only bidders may attend or be represented by a duly mandated person.
11. Evaluation Cracha 14.1: Eliminatory Criteria
I. Absence of a bid bond;
2. Absence or non-conformity of an administrative document within 48hours after bids opening;
3. l'aise declaration or falsified document;
4. Non-compliance with at least 70% of the minor technical specifications;
5. Absence of quantified unit price;
6. Absence of declaration of non-abandonment of a public contract during the hast three years;
7. Non-satisfaction of at least 70% (5 yes/7) of the essential criteria;
8. Financial capacity below 50% of the tender amount;
9. Absence of prospectus accompanied by the technical sheets from the manufacturer;
10. Absence of agreement dr authorization from the manufacturer;

The contract shah be awarded to the bidder whose administrative bid shah be up-to-date, technical bid judged satisfactory and who shah be the least financial bidder
Bidders shah be bound by their bids for a period of 90 (ninety) days effective from the date of opening of bids.
