The works and service required which are found in the detail description mentioned in the
bill of quantities and cost estimates include:
- Preliminary works, Cleaning and protection of catchment, rehabilitation of storage tank,
rehabilitation and construction of stand taps with control valves and waste water pifs;
- treatment unit Works which involves the construction of a sedimentation tank, storage
tank, distribution pipeline, Construction of.stand teps, Control chambers, sustainability and Cool box, etc);
The estimated cost after preliminary studies is thirty-two million (32,000,000) CFA francs all taxes inclusive
The works which.are Subject of this invitation to tender is in one lot.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authorily in charge of public contracts.

The maximum execution timefrarne prOvided by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months
Each bidder must include in his administrative documents, a hid bond issued hy a first-rate financial establishment approved t'y the Ministry in charge nf finance and whose list is fou nd in document No. 11 of the Tender File and Each hid shah he accompanied hy a hid security worth of 640,000FCFA (2% of the proiect amount) winch is valid for thirty (30) days hcyond the date of validitv of bids.
Bid bonds for unsuccessful bidders shah be withdrawn not inter than fifteen (15) days after the award of the contract and that of the successful bidder shah be retained until the required performance guarantee for gond execution is provided

The offers shah bc opened in a single phase. The administrative, technical and financial bids shall be opened on, the 04/06/2025 at 11.00 am., local time by the ÀLOU COUNCIL INTERNAL TENDERS BOARD in the conference hall. in the presence of the bidders or duI3,, authorized representatives having full knowledge of the file (power of attorney).
The evaluation of bids.Shall be carried out in three stages:
1- stage: verification of the presence and conformity of each administrative cinctiment. 2nd stage: Evaluation of the technical bids.
· 3rd stage: Analysis of the financial bids. The criteria of evaluation shah be as foliows: I. Elirninntory criteria
They are especially:
· Absence of bid bond,
· False declaration or forged document,
· A technical score of less than 70%,
¨ Absence of quantified unit price

The criteria (assessecl in a binary format) relating to the qualification of bidders shall indicatively be on the foliowing:
· Expeiience of the enterprise (enterprise's references in similar solar electrification tvorks);
· Key personnel/staff to be mobilised;
· Methodological note/organisation of the work site;
· Equipment put at the disposai of the project;
· Financial capacity (20 000 000 CFA francs)
· Execution deadline
· Company turnover of 60 000 000 fcfa
The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and teehnically qualified. in accordance with article 99(a) of the public controns code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
