Within the framework of implementing the activities related to the 2025 Presidential Plan for the Reconstruction and Development of the South West and North West Regions allocated to the Establishment, the Director General of SOWEDA hereby launches an Open National Invitation to Tender for the Rehabilitation of Some Roads in Meme, Fako and Kupe Muanenguba Divisions and the Construction of a Bridge Over River Bingo along the Bingo-Ngab Tombel Road, South West Region- By Emergency Procedure.

The works that âre subject of the present tender shah be as follows:

> Site Installation

>      Demolition of existing structures

Ø  Earthworks

Drainage Structures and Engineering Structures

>      Clearing of the site

D     Excavation

>      Construction of masonry abutments

>      Weep holes

D     Reinforced Concrete dose at 400Kg/m3

Ø  IPE 550 beams

Ø  IPE 360 beams

D- Drainage pipes

>      Mix hand rails

»      Backfilling with selected laterite

>      Signalisation boards

D     Wooden pose markers > Painting with anti-rust paint

>      Maintaining of circulation

The estimated cost of the works following prior studies stands at FCFA 846,600,000 (Eight hundred  and forty six million six hundred thousand francs) taxes inclusive.

This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works.

The works which form the subject of this invitation to tender shall be financed by the 2025 Budget of the President ia I Plan for Reconstruction and Development for the North West and South West Regions.

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of General Affairs) during working hours (7.30 a.m. to 3.30 p.m.) Mondays to Fridays.

The file may be obtained from the sanie address above, as soon as this notice is published against payment of the sum of 300,000 (three hundred thousand) francs CFA, payable into the CAS-ARMP Account No 335 988 in any BICEC Bank Branch.

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of General Affairs) South West — Buea, against a receipt not later than 06/06/2025 at 10.00 a.m. local time in three (03) distinct envelopes which shall be labelled as follows:

-      Envelope A: Administrative Documents;

-      Envelope B: Technical Offer; - Envelope C: Financial Offer.

These three (03) envelopes should be put in a fourth one which shah be sealed and labelled imperatively as follows:

Each bid must have a validity of 90 days with effect from the date of bids opening.

The bid bond provided must be in accordance with the Circular Letter No. 000019/LC/MINMAP of 5' of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.

The absence of the bid bond issued by a first-rate bank or financial body of first category authorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to the-umediate rejection of the offer. A bid bond submitted but that does not have any relation with the consultation conceNd she be considered as absent. The bid bond presented by a tenderer at the bid opening session shah! not be accepted.

The bids shah be opened in a single phase. The administrative, technical and financial bids shall be opened on 06/06/2025 at 11.00 a.m., local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board, in the presence of the bidders or their duly authorized representatives

14. Essential Criteria

The fol lowing binary mode of evaluation shah be used:

The non-respect of at least three (03) of the above criteria shah lead to tl^-*_.elimination of the bid. Only bids that would have obtained a score of at least 70% of 'YES' responses in the techiKal eqluation shah be retained for financial evaluation.

The contraet shah be awarded to the bidder v• ith the least financial offer after having qualified administratively and technically.

Bidders m'in remain committed to their offers for a period of 90 days from the deadiine of submission of tenders.
