Design and Supervision Consultant (DSC)

The service of a Design and Supervision Consultant is procured with the following major objectives:

·         To provide engineering expert service/advise in pre-construction, construction, and post-construction phase of the project.

·         To ensure the suitability/accuracy of designs, quality construction and transparent project management and execution.

·         To mitigate/resolve probable technical problems/deadlocks associated with the project and hence accelerate project execution.

·         To ensure technically sound project implementation and contract administration.

·         To ensure proper project close-out. 

The Supervision Consultant shall be required to provide necessary service/support to the implementing agency in engineering and contract management aspects of the project, so that above mentioned objectives shall be achieved.

The total duration of the consulting services will be 33 months followed by a 12 months defects liability period.  The consultant is expected to be on board five months before the start of procurement of civil works contracts to review all the detailed designs. All civil works contracts are expected to be completed within 32 months’ duration. It is assumed that the total involvement of the consultant / duration of the contract will be 45 months.

The estimated time input (professional staff-months) for the assignment is 152. The consulting services is expected to start in January 2026 while the civil works are expected to start in March 2026.

The Ministry of Agriculture and Rural Development (MINADER) through the Project Management Unit (PMU) of RVCDP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

General experience as a firm:

·         At least 15 years of general experience as a consultant in providing consultancy with core business activities in the domain: (Provide the firm's organogram to demonstrate the firm's technical and managerial capability as well as the certificate of incorporation of the firm or equivalent to demonstrate the nature of firm, core business activities and its longevity in business as consultant).

Experience with similar activities and projects as the consultancy:

• At least ten (10) years’ experience as a consultant in similar activities and projects and must have carried out at least three (3) similar projects of similar scope, and nature, in the last ten (10) years, which have been successfully implemented.
• Financial performance of the firm (annual financial reports of the last 3 financial years) to ensure that the firm is financially stable.

·         Experience in the country and/or similar geographical and with OPEC Fund projects or Multilateral Donors (MDs) funded projects is of added advantage

N/B:  Key Experts will not be evaluated at the shortlisting stage.
