Within the framework of implementing the activities related to 2025 Public Investment Budget allocated to the Establishment, the Director General of SOWEDA hereby launches an Open National Invitation to Tender for the Supply of Spare Parts and Tyres for Some Heavy Duty Equipment in SOWEDA, By Emergency Procedure.

The services related to this contract shah comprise the Tender for the Supply of Spare Parts for Some Heavy Duty Equipment as described in the technical specifications given below.

The estirnated cost of this tender is: FCFA 67,599,000 (Sixty Seven million Pive hundred and ninety fine thousand francs) taxes inclusive broken down as follows:

The supplies that are subject of this tender shall be in a (02) two lots as follows:

Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that are licensed in the supply of heavy-duty equipment and which fulfill the requirements of this invitation to tender.

The supplies which are subject of this invitation to tender shah be financed by the 2025 Public Investment Budget of the Ministry of Agriculture and Rural Development allocated to SOWEDA

The tender file may be obtained from the same address above, as soon as this notice is published against payment of the sum of 60,000 (sixty thousand) francs CFA, payable into the CAS-ARMP Account N° 335-988 opened in any BICEC Bank Branch.

The maximum deadline provided for the delivery of the various items that are subject of this tender is fixed at 02 (two) months. The Spare Parts and Tyres shall be delivered at SOWEDA Head Office in Buea

Each bidder must include in his administrative documents a bid bond issued by a first rate banking/insurance

establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File and valid for thirty (30) days beyond the date of validity of bids amounting to:

·        Lot 1: FCFA 920,520 (Nine hundred and twenty thousand five hundred and twenty francs)

·        Lot 2: FCFA 431,460 (four hundred and thirty one thousand four hundred and sixty francs)

The bid bond provided must be in accordance with the Circular Letter No. 000019/LC/MINMAP of 5' of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.

The absence of the bid bond issued by a first-rate bank or financial body of first category authorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to the immediate rejection of the offer. A bid bond submitted but that does net have any relation with the consultation concerned shall be considered as absent. The bid bond presented by a tenderer at the bid opening session shall not be accepted

The bids shah be opened in a single phase on 11/07/2025 at 11 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board. Only bidders may attend or be represented by a duly mandated person.

4.      Non-compliance with at least 70% of the minci- technical specifications;

5.      Absence of _quantified unit price_;

6.      Absence of declaration of non-abandonment of a public contract durin_g the last three years_;

7.      Non-satisfaction of at least 70% ₍5 yes/7₎ of the essential criteria;

8.      Financial capacity below 50% of the tender amount;

9.      Absence of prospectus accompanied by the technical sheets from the manufacturer;

10.  Absence of a_greement or authorization from the manufacturer;

11.  Failure to comply to one of the ma_jor technical characteristics criteria below:

The contract shah be awarded to the bidder whose administrative bid shah be up-to-date, technical bid _jud_ged satisfactory and who shah be the least financial bidder.

Bidders shah be bound by their bids fora period of 90 ₍ninety₎ days effective from the date of openin_g of bids.
