CALL FOR EXPRESSION OF INTEREST N0. 016 FOR THE PRE-SELECTION OF CONSULTANTS IN CHARGE OF CARRYING OUT A STUDY ON THE MODALITIES GOVERNINING THE INTERNALISATION AND SUSTAINABILITY OF THE MAIN VESTED INTERESTS OF PNDP

1.Contexte New(Additif)

After over 12 years of implementation, the consolidation of PNDP’s vested interests was, inter alia, one of the major preoccupations of the World Bank’s mission, especially during the closing meeting of the second phase of PNDP under IDA’s financing (December 2013), as well as during the FDA’s supervisory mission carried out on February 2014).In response to such solicitations, the Program’s main technical and financial partners did launch, with the Government’s backing since 2014, a process aimed at capitalizing on PNDP’s vested interests on the one hand, and on those of FEICOM, on the other hand. It is worth noting that these both structures should be considered as major actors as far as local development and decentralization are concerned in Cameroon.
The preliminary results emanating from this study led the Government to set aside, as a result of the payment of C2D’s related third genenation funds, a budget line earmarked for financing. The said line was geared towards providing support to PNDP, as far as the sustainability of its vested interests is concerned, on the one hand, and triggering political decision-making as concerns the said issue, on the other one. In this connection, during the recent assessment missions jointly carried out by the FDA and WB in September 2016 and in March 2017, the various views exchanged with the various stakeholders resulted in the need to carry out, beforehand, two technical studies respectively focused on (i) the diagnostic on PNDP’s impacts through a survey at the level of Mayors and other locally based actors involved by the Program, and on (ii) the modalities governing the internalisation and sustainability of PNDP’s main vested interest. Such studies should be carried out by inter-dependent researchers as well as by consultants specifically hired for such a purpose. The results and recommendations emanating from them should be expected to draw up an action plan aimed at sustainably performing PNDP’s activities by the mid-term review billed for early 2018 in order to fuel political decision-making in favour of such an issue.
In order to supervise the achievements of such studies, an International Task Force (GTI) made up of representatives from the various administrations and from the civil society that is chaired by the Secretary General of MINEPAT has been set up.

2.Objet New(Additif)

This Call for Expression of Interest (CEI) has as objectives to:
• Inform eligible Consulting firms (BET) /Consultancies to express their interest in carrying out a qualitative and/or quantitative diagnostic of the impacts of all these achievements on PNDP’s beneficiaries;
• Indicate and provide pre-selection criteria to such Consulting firms and/or Consultancies ;
• Short list Consulting firms and/or Consultancies.
Consultants shall therefore be required to meet the following pre-selection criteria:
• Be a national or an international famous Consulting firm and /or Consultancy;
• Have a sound experience as far as evaluations are concerned ;
• Show proof of a specific experience as far as quantitative and qualitative studies are concerned ;
• Have at one’s disposal a team of multi-disciplinary experts with proven skills.

• Have an overall experience in the following areas of activities :
• Consolidation of vested interests;
• Knowledge management in the area of development in a local setting;
• Institutional and organizatiomal development ;
• Have a specific experience in terms of development of African public administrations
• Have at one’s disposal a team of multi-disciplinary experts with proven skills

3.Consistance des prestations New(Additif)

With a view to short-listing consultants, PNDP’s National Coordinator hereby invites eligible candidates to express their interest, notably to provide the above-mentioned services. The national and/or international Consulting firms/Consultancies interested must therefore provide information (leaflets, brochures, etc.) indicating that they are capable of executing the required services.
Such a request for expression of interest shall comprise the following documents:
• A letter of expression of interest addressed to the National Coordinator of PNDP ;
• The justification of the Consultant’s legal status ;
• The supporting documents likely to check the above-mentioned pre-selection criteria. Any pertinent information deemed unjustified shall not significantly affect the pre-selection process.

4.Renseignements Complémentaires New(Additif)

• A shortlist of consultants (Consulting firms/Consultancies) shall be drawn up based on the procedures laid down in the convention arrived at both with the French Development Agency (AFD) and the Manual of the Administrative and Financial Procedures of PNDP.
• The said counterparts made up of (one original and six copies) should be deposited at the National Coordination Unit of PNDP, located at Nouvelle Route Bastos, opposite UNDP (PNUD) latest on 2nd June 2017 at 03:00 p.m. prompt ( local time).
