Within the framework of the Public Investment Budget 2017, The South West Regional Delegate OF Public Contracts hereby launches an Open National Invitation to Tender (By the Emergency Procedure) FOR THE RURAL ELECTRIFICATION OF NA'ANGA­BWASSA-LIKOMBA VILLAGES IN FAKO DIVISION (PHASES I AND I1).

The works comprise notably:

THE WORKS FOR PHASE 1 INCLUDE                                                  THE WORKS FOR PHASE Il WILL INCLUDE

•     Upgrading of the existing single phase MV line,
  • Sundry expenses

The estimated cost after preliminary studies is SIXTY MILLION THREE HUNDRED AND TWENTY NINE THOUSAND (60 329 000) for the first phase and the total cost for the project is One Hundred and Twenty Million Three Hundred and Twenty Nine Thousand (120 329 000).

This is a single project in multiple phases.

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is Three (03) months for Phase 1.

FINANCING: PIB 2017 AND BEYOND

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, and of an amount of Two million four hundred thousand (2 400 000) which is valid for Ninety (90) days beyond the date of validity of bids.

The file may be obtained from the Regional Delegation of Public Contracts Buea, Door N° 01, Tel : 233 32 32 39/ 233 32 32 45 as soon as this notice is published against payment of the sum of One hundred and twenty thousand (120,000) CFA francs, payable at the Buea Treasury.

1. Submission of bids:

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Service of award of Contracts, Regional

Delegation of Public Contracts Office Buea not later than12 juin 2017  at 09 a.m. local time in three copies carrying the inscription:

Enveloppe A : Administrative Documents;

Enveloppe B : Technical offer;

Enveloppe C : Financial offer.

And the three (03) envelopes should be contained in a fourth bigger envelope with the title:

The opening of administrative documents and the technical and financial bids   on 12 JUIN 2017  at 10 am prompt local time by the SOUTH WEST REGIONAL

TENDERS BOARD situated at the Conference Hall of the Regional Delegation of MINMAP, in the MINEPAT Building.

Only bidders may attend or be represented by a duly mandated person.

• A technical score of less than 70%,

¨       Absence of quantified unit price in the unit price schedule.

• Absence of a sub detail of unit price and or of the breakdown of a price
• Antecedents or non-execution of contract or pending, disputes

ii.         Essentiel criteria

The contract shah be awarded te the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders will remain committed te their bids for 90 days from the deadline set for the submission of bids.
