Within the framework of the projects for the year 2017, The South West Regional Delegate of Public Contracts hereby launches on behalf of the Mayor of Muyuka Council an OPEN NATIONAL INVITATION TO TENDER (BY THE EMERGENCY PROCEDURE) FOR THE CONSTRUCTION OF THE EXTENSION OF THE MIJYUKA COUNCIL CHAMBERS IN MUYUKA - FAKO DIVISION - SOUTH WEST REGION.
The works comprise notably:
- Preparatory works and studies,
- Earthworks,
- Foundations,
- Elevation works.
- Carpentry and joinery,
- Tiling,
- Meta! works.
- Electricity,
- San itary installation.
- Painting,
- Vrd (externat works).
The estimated cost after preiiminary studies is Two hundred and twenty eight million six hundred and one thousand seven hundred and ninety vine (228 601 799) ATI.
The works is in one lot
Participation in this invitation to tender is open to ail registered Cameroonian enterprises, with the necessary technical, financial and legal capacities.
Supplies which form the subject of this invitation to tender shall be financed by BUDGET OF FEICOM FOR FINANCIAL YEAR 2016 1 MUYUKA COUNCIL FUNDS.

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is Five (05) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, and of an amount of Four million five hundred and seventy thousand (4 570 000) FCFA which is valid for Ninety (90) days beyond the date of validity of bids

The bids shall be opened in a single.phase. The opening of administrative documents, the technical and financial bids on 06 juin 2017 at 10 am prompt local time by the
SOUTH WEST REGIONAL TENDERS BOARD situated et the Conference Hall of the Regional Delegation of MINMAP, in the MINEPAT Building.
Only bidders may attend or be represented by a duly mandated person.
Eliminatory criteria
Eliminatory criteria fix the minimum conditions to be fulfilled in order to be qualified for evaluation according to the essentiel criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.
They are especially:
- Forged documents in the Tender Files;
- Antecedent of bad execution of similar work or on-going legal suit with Government;
- Lack of bid bond or false bid bond;
- Absence of attestation of site visit signed by the Mayor of MUYUKA
- Non respect of models of Tender file.
- A technical score of less than 70%.
- Absence of a Sub-detailed (breakdown) of price.

The non-respect of two (02) criteria out of six (06) shall cause the elimination of the bid
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids
