Within the framework of FEICOM loan to the Buea Council, the Mayor of Buea
Council, Contracting Authority, hereby launches a Request for Quotation for: The Supply of Four (4) 4x4 Double Cabin Pick-Up Vehicles for the Buea Council
The supplies comprise notably: supply of Pick-up, vehicles handling and acceptance.
The estimated cost after preliminary studies is 103,800,000 (One Hundred and Three Million Eight Hundred Thousands) FCFA, all taxes inclusive
The supply is in One (1) Lot as follows: The Supply of Four (4) 4x4 Double Cabin Pick-Up Vehicles for the Buea Council
Participation is open to duly legalized Cameroonian enterprises or companies that fulfill the requirements of this invitation to tender.
FINANCING: FEICOM BUDGET 2017 FINANCIAL YEAR.

Buea Council as soon as this notice is published against a paymentee of a non refundable sum of One Ilundred thousand (100.000) FCFA payable at the Buea Council
Treasury.
Each bid drafted in English or French in Seven (07) copies including one (1) ori inaland six (06) copies marked as such, should reach the office of the Private Secretary to the Mayor of Buea Council not later than 13th of June 2017 at 10 a.m.
The maximum execution deadline provided for by the Contracting Authority shall be as follows: Two (02) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No. 11 of the tender file, of an amount of Two Million and Seventy Six Thousand (2,076,000) Francs CFA and valid for Thirty (30) days beyond the date of validity of bids.

The bids shah be opened in a single (01) phase on 13thof June 2017 at 1 la.m. local time by the Buea Council Tenders Board in the Buea Council Chambers.
Only bidders may attend or be duly represented by a person with a written authorization and with a sound knowledge of the tender file.
Eliminatory criteria fix the minimum conditions to be fulflled to be admitted for Evaluation according ta the essential criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.
They refer especially to:
¨ Absence of bid bond, or an administrative document,
¨ False declaration or forged documents,
¨ Absence of a quantified unit price,
¨ Non-compliance with major technical specifications of the supply ;
¨ Non-compliance with the model tender;
¨ Absence of prospectus accompanied by the technical sheets from the manufacturer

The criteria relating to the qualification of candidates could indicatively be on the following:

- Access to a credit or other financial resources

- Planning of Supplies Yes/No
The non-respect of X number of criteria (X being above or equal to 2) shall cause the elimination of the bid.
The contract shall be awarded to the bidder with the least evaluated financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders will remain committed to their bids for Ninety (90) days from the deadline set for the submission of tenders.
