FUNDING —This project shall be financed by the: Presidential Plan for Reconstruction Development 0f the NW/SW Regions (PPRD) for 2025
3. The specification of the works to be executed is defined in the tender documents
The provisional amount for the abovementioned project is One hundred sixty-eight (168 000 000) million
3. Participation in this invitation is open to registered qualified contractors of the
Prepubic of Cameroon with financial ability, technical and professional expertise in public works and construction.
This project shall be financed by the: Presidential Plan for Reconstruction and Development 0f the NW/SW Regions (PPRD) for 2025
The tender documents are available for consultation and acquisition at the Secretariat of the SDO's Office or the DD MINEPAT Manyu upon presentation of a treasury receipt showing payment of a non-refundable sum of: Two hundred twenty thousand (200 000) FCFA The original copy of this treasury receipt (s) shah be included in the bidder's documents
The tender documents are available for consultation and acquisition at the Secretariat of the SDO's Office or the DD MINEPAT Manyu upon presentation of a treasury receipt showing payment of a non-refundable sum of: Two hundred twenty thousand (200 000) frs CFA

7- The Bids shah be opened in the Conférence Hall of DO FIINEPAT Manyu on 24/07/2025 at 10 AM. At the opening of the bids by the: Divisional tenders' board, any bid that shah rot conform to the prescription of the tender documents shah be rejected out rightly, especially those lacking any required Administrative document and the guarantee deposit, which must be originals or copies certified by a competent Authority at the place of issue of the original.
EVALUATION CRITERIA.
8.1 Administrative file
Eliminatory criteria:
On the opening of the bids, the Divisional tenders' board shah reject out-rightly any bid that falls
under any one of the criteria mentioned below:
A bidder with an abandoned project within Manyu Division from previous years.
A bidder with ongoing project(s) which has/have exhausted the contractual duration as certified by
the DD MINMAP MANYU,
A bidder without an Attestation of non-abandonment of Public Contracts issued by the DD
MINMAP MANYU.
A bid that is not registered in the bidder's register.
A bid with the external envelope carrying a sign or mark leading to the identification of the bidder
A bid with documents mixed up in one envelope.
A bid without the required number of copies.
Any forged administrative documents.
Absence or insufficient bidder's guarantee deposit.
Absence or non-compliance of one document of the administrative file

These are small tools used in for construction works (masonry tools, carpentry tools, plumbing tools, electrical tools, iron mongery tools, etc)

8.3 Financial file
Eliminating criteria
1- A quantity in the bill of quantities not in conformity with the tender specification (DAO)
2- Absence of a sub detail of unit price.
3- Absence of bid bond (outright elimination);
4- Absence or non-conformity of a document in the administrative file 48 hours after opening .5- False declaration or falsified documents
6- Incomplete financial file;
7- Omission of a unit price in financial bid;

Omission or change of quantified unit
8- Attestation of non-abandonnent of projects in Manyu Division issued by the DDMINMAP/Manyu
9- A bidder with an uncompleted project which has exceeded the contractual duration.
10- Must have been suspended by MINMAP;
11- A certificate to confirm that the bidder respects contractual duration for any ongoing contract issued by DD MINMAP MANYU
12- Deadline of delivery higher than prescribed
13- Non-respect of 75% of essential criteria;
14- External envelope carrying a sign that can identify the bidder.
According to article 33(1) (a) of the Public Contact Code, the
Delegated contracting authority shah award the contract to the bidder whose bid is judged to conform to the essential of the tender specifications, and who has submitted the most coherent bid and the lowest bidder. However inconsistent and unrealistic financial offers shah rot be accepted
