The Director of NASPW hereby issues a consultation notice for the maintenance of green spaces at the National Advanced School of Public Works, Yaounde.
Services to be rendered are defined in the Terms of Reference (ToR) annexed to the consultation file. The services make up a single lot.

Participation in this consultation is open on equal conditions to Cameroonian law contractors.
The services will be financed by the Autonomous Budget of the National Advanced School of Public Works for Fiscal year 2017.
The Consultation Request File (CRF) can be consulted, upon publication of this notice, at the Project Owner’s Secretariat at NASPW Yaounde, P.O. Box 510 Yaounde, Tel: 222 23 09 14; Fax: 222 22 18 16 during working hours.
The Consultation Request File (CRF) can be withdrawn, upon publication of this notice, at the Project Owner’s Secretariat at NASPW Yaounde, P.O. Box 510 Yaounde, Tel: 222 23 09 14; Fax: 222 22 18 16 upon payment of a non-refundable sum of fifty thousand (50 000) CFA francs into the account titled CAS-ARMP No. 335 988 60001-94 at any BICEC branch.
Each offer presented in English or French, in septuplicate including, 1 (one) original and 6 (six) copies labeled as such, should reach the Project Owner’s Secretariat at NASPW Yaounde, no later than 14 February 2017, at 12 noon, local time. It should be marked:
“Consultation Notice No.001/DC/MINTP/CIPM-ENSTP/2017 of 24 January 2017 relating to the maintenance of green spaces at the National Advanced School of Public Works, Yaounde
Financing:NASPW Yaounde Autonomous Budget for Fiscal Year 2017
“To be opened only at the opening session.”
The execution time limit will be 12 (twelve) months with effect from the date of notification of the notice to proceed

Bids will be opened on 14th February 2017, at 1 p.m. prompt in the reading room of the NASPW library.
Only bidders may attend the opening session or be represented by a duly authorized person of their choice.
10-. Eliminatory Criteria
a) Incomplete administrative file or non-compliant administrative documents;
b) Incomplete technical file ;
c) Incomplete financial file ;
d) Omission of a quantified unit price in the price list;
e) Misrepresentation or falsified documents;
f) Lack of the description of the task ;
g) Lake of the proof of at less three references in the domain of green spaces maintenance;
h) Lack of essential tools of green spaces maintenance;
i) A history of non-performance of contracts or ongoing litigation with NASPW Yaounde.
11-. Tender Compliance:
Any offer not in keeping with the Consultation File will be rejected.
The contract will be assigned to the tenderers presenting the least saying offer and filling the requisite technical and administrative capacities.
The bidder will remain bound by his offer over a period of 90 (ninety) days, as from the offer opening date.
