The services of this contract comprise notably: (supply of equipment, transportation, handling and acceptance) as specified in the technical specifications.

Participation in this invitation to tender is open to enterprises with experience in the supply of this equipment
The Supply which comprises the subject of this invitation to tender shall be financed by PAMOL budget 2025.
The file may be consulted during working hours (7:30 a.m. to 4:00 p.m.) at the General Manager’s Secretariat as soon as this notice is published
The file may be obtained from the General Manager’s Secretariat as soon as this notice is published upon payment of a non-refundable sum of 130.000 (one hundred thirty thousand Francs) CFA, payment for the Tender File to ARMP special account No 335 988 00001-89 with BICEC.
Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the General Manager’s secretariat not later than 28/11/2025 at 11:00 am local time, and should carry the inscription:
Open National invitation to tender No 015/ONIT/PAMOL/TD/ITB/2025 of 30/10/2025 for Supply of Mill spares for Lobe and Ndian factories, Pamol Plantations Plc.
“To be opened only during the bid-opening session”
The maximum deadline provided for the delivery of the supplies comprising the subject of this invitation to tender is 180 days (06 months) from the date of notification of service order to commence.
1. Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry of Finance and whose list is found in document No. 12 of the Tender File, of an amount as indicated below;

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or established after the signing of the tender notice.
Any bid not in conformity with the prescriptions of the Tender File shall be declared inadmissible; especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid.
The bids shall be opened in a single phase on 28/11/2025 at 12: 00 noon, local time by the Pamol Internal Tenders Board situated at Pamol Limbe office.
Only bidders may attend or be represented by a duly mandated person
The Evaluation of offers is based on the following:
14.1 Eliminatory criteria
Bids shall be rejected when:
· Absence of bid bond,
· They do not have complete and valid administrative documents,
· They do not have complete Technical / Financial Offers,
· They do not conform to the Technical Specifications,
· They have falsified documents,
· They do not show proof of experience in the supply of these materials.
· They do not meet at least four out of five of the essential criteria
· Absence of quantity unit price
· Non-compliance with the Tender Notice.
· Absence of prospectus accompanied by Technical specification
· Absence of agreement or authorization from manufacturer where applicable

Presentation of the offer |

The non-respect of at least four out of five of the above criteria shall result to the elimination of the offer.
Any bidder with a complete Administrative offer, who meets up with the technical specifications in accordance with the Tender file and with the lowest financial offer shall be awarded the contract.
Bidders will remain committed to their offers for thirty (30) days from the deadline set for the submission of bids.
