As part of the implementation of the Public Investment Budget, the Mayor of Massangam council, project owner launches on behalf Ministry of Public Works and Ministry of Agriculture and Rural Development exercise 2026, a Call for closed National Offers in emergency procedure for road maintenance work rehabilitation of the axis place de fete-MABOU-NJINGOUOT-bretelle sur NJIMOLOUO 14,4 kilometers long (Batch n°01), rehabilitation of the axis carrefour Lycee-river NKUH-MARKET MACHAPA-MAKOM IMAM 14,8 kilometers long (Batch n°02) rehabilitation of the Sub prefecture-carrefour MANKEMBOUOT-BRIDGE MOUM-bretelle KOUTEBAING-HDM-EP Massangam center 7 kilometers long (Batch n°03) and construction of an 80X70 U-SHAPED gutter in Massangam center of 180 ML with slab covering on 12 ML and the rest in welded iron (Batch n°04) in Massangam Council, Noun Division, West Region

The work, objects of this Call of Offers, concern the road maintenance work rehabilitation of the axis place de fete-MABOU-NJINGOUOT-bretelle sur NJIMOLOUO 14,4 kilometers long (Batch n°01), rehabilitation of the axis carrefour Lycee-river NKUH-MARKET MACHAPA-MAKOM IMAM 14,8 kilometers long (Batch n°02), rehabilitation of the Sub prefecture-carrefour MANKEMBOUOT-BRIDGE MOUM-bretelle KOUTEBAING-HDM-EP Massangam center 7 kilometers long (Batch n°03) and construction of an 80X70 U-SHAPED gutter in Massangam center of 180 ML with slab covering on 12 ML and the rest in welded iron (Batch n°04) in Massangam Council, Noun Division, West Region.

The consistency of these works is detailed in the “Detailed estimate” and in the “Unit Price List” of each lot.

The works, which are the object of this open national invitation to tender concerns four (04) batches as follows:

Participation in this tender shall be open on equal conditions to all Cameroon-based public works contractors

Works under this tender shall be financed by the Public Investment Budget of the Ministry of Public Works as part of the 2026 annual program and following

The tender document may be consulted during working hours at the MASSANGAM Council

Physical version of tender documents will be available for consultation and collection during business hours at the Massangam Council, (Public Contract Service) Tél :  699 19 80 03 / 695 09 65 40  upon presentation of an original of a non-refundable treasury receipt of payment into the Massangam Council Treasury as two hundred thousand (200 000) FCfa

Each offer Drafted in English or French and in seven (07) copies, including one original and six (06) copies, labelled as such, tender shall be submitted in a sealed envelope and against a receipt at the unit of launching of tenders of the Internal Commission in charge of Public Contracts situated at the Massangam Council, not later than 03/02/2026 at 10 o’clock They shall bear the following: 

“OPEN NATIONAL INVITATION TO TENDER UNDER EMERGENCY PROCEDURE

N°01/AONO/RC/R-OU/C-MGAM/CIPM/TR/2026 DU 09/01/2026 FOR ROAD MAINTENANCE WORK REHABILITATION OF THE AXIS PLACE DE FETE-MABOU-NJINGOUOT-BRETELLE SUR NJIMOLOUO 14,4 KILOMETERS LONG (Batch n°01), REHABILITATION OF THE AXIS CARREFOUR LYCEE-RIVER NKUH-MARKET MACHAPA-MAKOM IMAM 14,8 KILOMETERS LONG (Batch n°02) REHABILITATION OF THE SUBPREFECTURE-CARREFOUR MANKEMBOUOT-BRIDGE MOUM-BRETELLE KOUTEBAING-HDM-EP MASSANGAM CENTER 7 KILOMETERS LONG (Batch n°03) AND CONSTRUCTION OF AN 80X70 U-SHAPED GUTTER IN MASSANGAM CENTEROF 180 ML WITH SLAB COVERING ON 12 ML AND THE REST IN WELDED IRON (Batch n°04)   MASSANGAM COUNCIL, NOUN DIVISION, WEST REGION. 

          “To be opened only during the bid-opening session”

The maximum turnaround time provided by the contractor for the work is three (03) months. The period runs from the date of notification of the service order to begin work

Each tenderer must attach to his administrative documents a tender security in the form specified in the Bidding Documents and the amount of which is:

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.

They must not be more than three months preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The administrative documents, the technical and financial proposals shall be opened on 03/02/2026, à 11 O’clock local time, At the Internal Commission in charge of Public Contracts situated at the MASSANGAM Council. Tenders shall be opened in one go and in three steps:

Step 1: Opening of envelope A containing the administrative document (volume 1);

Step 2:  Opening of envelope B containing the technical proposal (volume 2);

Step 3: Opening of envelope C containing the financial offer (volume 3).

All tenderers may attend the opening session or each has themselves represented by one mandated person of their choice (even in the event of a joint-venture) with sound knowledge of their file

Eliminatory criteria

Bids shall be eliminated according to the following criteria:

Ø  Absence of bid bond at the opening of bids;

Ø  Absence of the receipt of the of deposits and consignments fund

Ø  Administrative file (no compliance of an administrative file) not completed in 48 h.

Ø  False declarations, fraudulent schemes or forged documents;

Ø  Appear on the updated list of suspended companies;

Ø  Failure to comply with 70% essential criteria to the qualification threshold of technical bids;

Ø  Absence of the sworn statement for not having abandoned contracts during the last three years;

Ø  Failure to comply with bids file format;

Ø  Absence of a certified categorization (A, B, C or D) certificate

Ø  Absence of a quantified unit price in the financial offer;

Ø  Omission of declaration to submit;

Ø  Insufficient Production of the offer’s copies;

Ø   To have presented one civil servant;

Ø  Absence of integrity charter dated and signed

Ø  Absence of the dated and signed commitment statement to comply with environmental and social clauses.

NB: Bidders are invited to present the technical offer even though they have provided the categorization certificate

-          Essential criteria

Bids shall be evaluating according to the following criteria:

-          The presentation of the offer (02 criteria);

-          Supplier’s references (06 criteria) ;

-          Experience of supervisory staff (09 criteria);

-          Material and essential equipment (08 criteria);

-          The execution methodology, the planning, the site’s visit report and proposals of execution (05 criteria);

-          The company’y financial offer (04 criteria);

The contract will be awarded to the bidder with the least offer who acquires the required technical and administrative capacities

Tenderers shall be bound by their tender for a period of ninety (90) days with effect from the tender-submission deadline
