As part of the implementation of the Public Investment Budget, the Mayor of Massangam council, project owner launches on behalf of the Ministry of Public Health, Ministry of Decentralization and Local Developpement, the Ministry of Basic Education exercise 2026, a Call for closed National Offers in emergency procedure FOR THE CONSTRUCTION WORK OF A CLASSEROOM AT THE MAKOUOPCHICHI PUBLIC SCHOOL (Batch n°01), THE CONSTRUCTION WORK ON A CLASSROOM AT THE MARAP PUBLIC SCHOOL (Batch n°02), THE CONSTRUCTION WORK ON A CLASSROOM AT THE MANCHA NJINGOUOT PUBLIC SCHOOL (Batch n°03), THE CONSTRUCTION WORK OF A NURSERY BLOCK AT THE MASSANGAM CENTER PUBLIC SCHOOL (Batch n°04), THE COMPLETION WORK ON THE MAMOGNAM INTEGRATED HEALTH CENTER (PHASE 2) (Batch n°05) AND THE REHABILITATION WORK ON CERTAIN CLASSROOMS (ROOF REPAIR) (Batch n°06)  IN MASSANGAM COUNCIL, NOUN DIVISION, WEST REGION.

The allowances involve the following tasks inter alia:

• Paint and revetment
• Electricity
• Glassy
• Plumbing
• VRD and diverse

The works, which are the object of this open national invitation to tender concerns six (06) batches

The work covered by this call for tenders is financed by the public investment budget of the Ministry of Public Health on budget allocation line N°____________________, the public investment budget of the Ministry of Decentralization and Local Developpement on budget allocation line N°____________________, the public investment budget of the Ministry of Basic Aducation on budget allocation line N°____________________,

DISCLOSE ONLY DURING THE EVALUATION SESSION OF TENDER APPLICATIONS”

The maximum turnaround time provided by the contractor for the work is four (04) months for a batches 4 and 5. Three (03) months for a batches 1, 2, 3 and 6. The period runs from the date of notification of the service order to begin work

Each bidder must attach to their administrative documents a bid bond established by a first-class bank approved by the ministry responsible for finance and listed in exhibit 12 of the DAO:

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.

They must not be more than three months preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance

The administrative documents, the technical and financial proposals shall be opened on 02/02/2026, à 11 O’clock local time, At the Internal Commission in charge of Public Contracts situated at the MASSANGAM Council. Tenders shall be opened in one go and in three steps:

Step 1: Opening of envelope A containing the administrative document (volume 1);

Step 2:  Opening of envelope B containing the technical proposal (volume 2);

Step 3: Opening of envelope C containing the financial offer (volume 3).

All tenderers may attend the opening session or each has themselves represented by one mandated person of their choice (even in the event of a joint-venture) with sound knowledge of their file

Tender evaluation will be done in two (2) stages:

Ø  First stage: Verification of the administrative file regularity.

Ø  Third stage: Verification of the financial offer of those companies who’s the tender files have been previously   admitted as far as technical and administrative stages are concerned.

       The tenders evaluation criteria are the followings:

Eliminatory criteria

Bids shall be eliminated according to the following criteria:

Ø  Absence of bid bond at the opening of bids;

Ø  Absence of the receipt of the of deposits and consignments fund

Ø  Administrative file (no compliance of an administrative file) not completed in 48 h.

Ø  False declarations, fraudulent schemes or forged documents;

Ø  Appear on the updated list of suspended companies;

Ø  Failure to comply with 70% essential criteria to the qualification threshold of technical bids;

Ø  Absence of the sworn statement for not having abandoned contracts during the last three years;

Ø  Failure to comply with bids file format;

Ø  Absence of a quantified unit price in the financial offer;

Ø  Omission of declaration to submit;

Ø  Insufficient Production of the offer’s copies;

Ø   To have presented one civil servant;

Ø  Absence of integrity charter dated and signed

Ø  Absence of the dated and signed commitment statement to comply with environmental and social clauses.

NB: Bidders are invited to present the technical offer even though they have provided the categorization certificate

13.1. Essential criteria:  

The evaluation of technical offer will be made according to the binary system (yes/no on the basis of the essential qualification criteria below:

-          Presentation of the offer (02 criteria);

-          Experience of the bidder (05 criteria);

-          The bidder’s management staff (08 criteria);

-          The material resources made available to the project (05 criteria);

-          Execution methodology, planning, site visit report and proposals (06 criteria);

The contracting authority will award the contract to the tender whose offer has been recognized as substantially compliant with the tender documents and who has the technical and financial capacity required to execute the contract satisfactorily and whose offer has been evaluated lowest price including, where applicable, the proposed discounts the required technical and administrative capacities

Tenderers shall be bound by their tender for a period of ninety (90) days with effect from the tender-submission deadline.
