1)     Within the framework of the execution of the 2026 state budget, the State of Cameroon represented by the Lord Mayor of Nkambe council, Donga-Mantung Division hereby launches an OPEN NATIONAL INVITATION TO TENDER NO 001/ ONIT/NWR/DMD/NKC/NKCITB/2026 OF 16/01/2026 FOR THE REHABILITATION OF SOME SCHOOLS WITHIN NKAMBE COUNCIL LOT 1 REHABILITATION OF A BLOCK  OF TWO CLASSROOMS AT GS MAMBA, LOT 2 REHABILITATION OF TWO CLASSROOM BLOCK AT GS CHUP, LOT 3 RENOVATION OF STAFF GUEST BLOCK  AT MOH.

The works comprise notably the tasks below:

The works are in THREE LOTS (03) as follows:

Participation is open under the same conditions to all Cameroonian Companies and business concerns that have proven experience in the field of building construction and civil engineering, in general, and who are not currently suspended from public procurement.

The said works shall be financed as per the programmed budget of the 2026 Public Investment Budget (PIB 2026) of the Republic of Cameroon under the Ministry of MINEDUB assigned to the Mayor of NKAMBE Council. The Tender documents may be consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the award of contracts) during working hours at the NKAMBE  COUNCIL, DONGA-MANTUNG, COLEPS and ARMP websites

The Tender file may be obtained from Nkambe council, DONGA-MANTUNG as soon as this notice is published against payment of a non-refundable sum of EIGHTY FOUR thousand, CFA francs (84,000) and payable at the Municipal Treasury of Nkambe Council.

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including one (01) original and six (06) copies marked as such. These shall be submitted in one sealed external envelope containing three (3) internal envelopes; (A: Administrative File, B: Technical File, C: Financial File) include the electronic version of the Bids.. The sealed external envelope shall bear no information about the enterprise, and should reach the Nkambe Council, service for the award of Contracts, not later than 10:00am on 16/02/2026, and should carry the inscription,

                                               “To be opened only during the bid-opening session”

In case of any ambiguities or differences, only the original shall be considered authentic.

The maximum duration of execution provided for by the Contracting Authority shall be three calendar (03) months (90 calender days), as from the date of notification to the contractor to start work.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance - the list of which is found in document No. 12 of the Tender File and validated by CDEC, in the amount as in the table below, and valid for thirty (30) days beyond the deadline of validity of bids.

At the risk of being rejected, only originals or true copies certified by the issuing service or Administrative Authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender. They must obligatorily be not older than three (3) months as at the date of submission of bids. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance. .

The opening of the bids in one phase shall be done at 11am, on  16/02/2026 in the Conference Hall of the Nkambe  Council by the Council Internal Tender Board. Only bidders may attend or be duly represented by a person of their choice, who has full knowledge of the file and mandated in that capacity

The evaluation of bids shall be carried out in three stages:

Ø  1^st  Stage : verification of the conformity of each administrative document ;

Ø  2^nd Stage : Evaluation of  technical bids ;

Ø  3^rd Stage: Analyses of Financial bids.

The criteria of evaluation shall be as follows:

14.1-Eliminatory criteria

Ø  Absence of a document in the administrative file and not submitted within 48hrs on request;

Ø  Bids submitted after the deadline for submission;

Ø  Deadline of execution more than the prescribed;

Ø  False declaration or falsified documents;

Ø  External envelope bearing identification marks of the Bidder;

Ø  Absence of, or insufficient or noncompliance bid bond;

Ø  Omission of a quantified task on the bill of quantities and cost estimates

Ø  Enterprise suspended from public procument.

Ø  Failure to obtain at least 75% in the evaluation of the technical proposal.

Ø  Absence of A SPECIAL FIELD REPORT SINED BY THE SERVICE PROVIDER IN HIS HONOUR CLEARLY INDICATING DUE DILIGENCE AND SUFFICIENT UNDERSTANDING OF THE LOCAL SECURITY CONTEXT

14.2. Main Qualification criteria: The criteria relating to the qualification of candidates could indicatively be on the following:

·       Financial situation

·       Experience

·       Personnel

·       Equipment.

·       Methodology/organization of the site

The Contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the Tender File and on the basis of the lowest bid and technical quality, refer article 33 of the Public Contracts Code.

The bidders shall remain committed to their bids during a period of (ninety) 90 days from the deadline set for the submission of bids.
