As part of the implementation of the 2026 public investment budget of the Ministry of Decentralization and Local Development, the Mayor of GUIDIGUIS council, Contracting Authority, launches an Open National Invitation to Tender for the realization of Six (6) Boreholes Equipped with a Manuel Pump in the following localities: EP KROH, MAÏKARLAM, GLOULOU, SIRDJAM, HAYGAYEWA-NGARMASSE ET TOROCK-DJALONE, in Guidiguis Council.  

·        The works include :
Installation of the construction site-geophysical

·         study and implantation

·         boring and Equipment with adequate Material-Development

·         Test of Pumping- Realization of the superstructure.

The estimated cost of the operation is forty-eight millions (48.000.000) F CFA.

Each bidder must attach to his administrative documents a bid bond issued by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the CAD, in the amount of nine hundred and sixty thousand (960 000) Fcfa, valid for thirty (30) days beyond the original date of validity of the offers.

On pain of rejection, the required administrative documents must be produced in original or certified true copies by the issuing service or an administrative authority (Prefect, Sub-Prefect, etc.), in accordance with the stipulations of the Supplementary Regulations of the Appeal 'offers. They must be less than three (03) months preceding the original date of submission of tenders or have been established after the date of signature of the Tender Notice. Any incomplete tender in accordance with the requirements of the Bidding Documents will be declared inadmissible, in particular the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance.

The opening of the folds will be done in a time. The eliminatory criteria will focus on :

1. The absence of a document in the administrative file after 48hours of opening of the offers ;

2.  The absence of the tender deposit accompanied of the CDEC receipt at the opening ;
3. The False statement or falsified document ;
4. The absence of a quantified unit price in the "Financial Offer" ;

5. The absence of categorization certificate ;
6. The technical score lower than 70% of yes

On pain of rejection, the bid bond and the banker's statement of bank domiciliation must be produced in originals, the other documents in original or certified copies. These administrative justifications must be less than three (03) months old and conform to the models.

The criteria relating to the qualification of the candidates will be indicative of :

Only tenderers with a score of at least 70% yes to the technical evaluation will be admitted to the analysis of the financial tender.

The Contracting Authority will award the Contract to the Bidder whose bid has been found to be substantially compliant with the Bidding Documents and who has the technical and financial capacity to perform the Contract satisfactorily and whose bid has been evaluated the lowest, including any discounts offered.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
