The Mayor of the council of Datcheka, Contracting Authority, launches an Open National Invitation to tender for the realization of one (01) mini solar-powered water supply at the  localities of : KONKORONG (LOT1), ZOUAYE (LOT 2), GAÏ-GAÏ (LOT 3) AND DJAMNI (LOT4)at the council of Datcheka, Mayo-Danay division, Far North Region.

The work under this Invitation for Bids include the following transactions whose list is not exhaustive :

-     The necessary technical studies ;

-     The completion of all the civil works (drilling and equipment of borehole, restoration of sites) ;

-     Pump test ;

-     Supply and installation of hand pump ;

-     Concrete wall protected area ;

-     Sanitation of catch area ;

-     Establishment and training of a committee (05 persons) responsible for the management and maintenance of equipment ;

-     Provide usual pump element.

Tenders received after the deadline for submission of tenders will not be received.

The maximum execution time provided by the Client for completion of the work is three (03) calendar months for each lot. This period includes periods of rainy weather and all the various constraints and runs from the date of notification of the Order of Service to begin work, when you sign your contract.

Any tender not respecting the separation mode of the financial offers from the administrative documents and technical proposals shall be rejected. Any offer not in keeping with the tender requirements, especially the absence of the provisional guarantee issued of 300 000 F CFA for batch 1, 2 and 3 and 320 000 for batch 4, in keeping with the model indicated in the tender file by a first class banking institution or an assurance company approved by the ministry in charge of finance and valid for a period of thirty (30) days shall be rejected. Tenders shall be opened once on the 19th/02/2026 at 2 P.m, in the meeting room of the council Datcheka in the presence of tenderers. Only bidders may attend the opening session or be represented by one person (even if group) of their choice with a perfect knowledge of the case. However, an additional person acting as an interpreter is accepted, if necessary.

1. Evaluation of bids

Bid evaluation will consist of three (03) steps :

·         1^stwaypoint : Verification of conformity of the administrative record of each tenderer.

·         2nd waypoint : Technical Evaluation of bids administratively compliant.

·         3^rdwaypoint : offers verification of financial resources of companies whose bids were accepted are technically qualified and administratively compliant.

The criteria for evaluation of bids are as follows :

Eliminatory criteria

Administratives documents

a) In complete or non-compliant administrative file ;

b)  False declaration or forged document.

Technical proposal

a)  Incomplete application or non conforming parts ;

b)   False statement or falsified document scanned ;

c)   Non-existence in the technical offer of the "organization, methodology and planning" ;

d)   Failure to respect the profil of site personnel ;

e)   Having abandoned a site in the last three years ;

f)    Don 't have justified the achievement over the last three years as the main contractor, a hydraulic work ;

g)  Failure to score at least sixteen (16) essential criteria over twenty two (22).

Financial offer

a)Incompletefinancial tender ;

b)  Non-compliant file ;

c)  Omission of a quantified unit price from the price schedule ;

d)  Absence of a sub-detail price.

Essential Criteria

Assessment of the technical proposal will be carried out on the basis of twenty two (22) main criteria shared as follows :

-     Presentation based on four (04) criteria ;

-     The company’s training personnel based on four (04) criteria ;

-     The availability of the required equipment based on nine (09) criteria ;

-     Work planning based on three (03) criteria ;

-     The company’s prefinancial references and abilities based on two (02) criteria.

The Contracting Authority will award the contract to the bidder whose offer qualified technically will be the lowest evaluated bid after-audits of its price and is substantially responsive to the Bidding Documents of 'Offers.

Tenderers are bound by their tenders for a period of ninety (90) days after the deadline for submission of tenders.
