Dans le cadre de l’exécution des travaux de construction des forages à PMH à MANGOBO-DOUSGOUM, YAMEDA-GOUNA, SADJAKBE-TCHATIBALI, BAOULI (BAIGA), DANGLAO-CENTRE, LEGROUM-SAORINGRIWA dans l’Arrondissement de TCHATIBALI, Département du Mayo-Danay, Le Maire de la Commune de TCHATIBALI, Autorité Contractante, lance en procédure d’urgence un Appel d'Offres National Ouvert pour le compte du Ministère de l’Eau et Energie.

Les  travaux comprennent notamment:

·         L’étude hydrogéologique et implantation du forage ;

·         Le forage proprement dit ;

·         L’équipement du forage ;

·         Le développement ;

·         L’essai de pompage et de débit ;

·         L’équipement de surface ou superstructure ;

·         La pose de pompe manuelle

Le coût prévisionnel du projet à l’issue des études préalables est de Huit Millions Cinq Cent Mille (8 500 000) F CFA par forage.

Works which form the subject of this invitation to tender shall be financed by the MINEE Public Investment Budget for the 2026 Financial Year.

The offers drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the TCHATIBALI Council in TCHATIBALI not later than 17/02/2026    at ten (1) o’clock AM and should carry the inscription:

Le délai maximum prévu par le Maître d’Ouvrage pour la réalisation des travaux, objet du présent appel d’offres est de trois (03) mois.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of One hundred and seventy thousand (170 000) Fcfa per lot  and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender. They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase. Only bidders may attend or be duly represented by a person of their choice.The opening of the administrative documents, the technical and financial offers shall take place on 17/02/2026    at eleven (2) o’clock by the Tenders Board attached to the Contracting Authority in the TCHATIBALI Council.

Evaluation criteria

  Eliminatory criteria

The main relative criteria to the elimination of the offers of the candidates are defined like below :     

a) Uncompleted documents ;

b) Absence of tender security ;

c) Falcificated documents.

  Technical proposal

 a)  Incomplet documents ;

 b) False declaration, falcificated or scanned ;                 

 c) Non-conforty of technical specifications (sub-detailed price, quantified unit; price) ;

 d) Failure to meet at least twenty (20) out of the twenty-six (26) essential criteria.

 Financial offer

          a) Incomplete financial offer ;

           b) Non-compliant documents ;

           c) Omission of a quantified unit price in the financial offer ;

           d) Absence of a sub-detailed price ;

          e) Unrealistic and erroneous sub-detailed price

2.  Essential criteria

The Contracting authority will assign the Contract to the Tenderer  whose offer has been recognized compliant for the essential to the File of call of offers and that arranges requisite technical and financial capacities to execute the Contract in a satisfactory way and whose offer has been valued least saying while including the proposed discounts if the case arises.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
