As part of the implementation of the Public Investment Budget, the Mayorof Massangam council, project owner launches on behalf of the Ministry of decentralization and local development, a Call for closed National Offers in emergency procédure for the extension work of the MBOUTGOU 2 —NJINCHUT electricity network (Batch n°01) electrification of the KOUGOUOMBAING village on BT (Batch n°02) Massangam Council, Noun Division, West Région.

The work, objects of this Call of Offers, concern the extension work of the MBOUTGOU 2 - NJINCHUT electricity network (Batch n°0]) electrification of the KOUGOUOMBAING village on BT (Batch n°02) Massangam Council, Noun Division, West Région.

The consistency of these works is detailed in the "Detailed estimate" and in the "UnitPriceList"

of each lot.

The estimated cost of the transaction at the end of the studies are FCFA 40 000 000

Each tenderer must attach to his administrative documents a tender security in the form specified in the Bidding Documents and the amount of which is:

Participation in this tender shall be open on equal conditions to all Cameroon-based public Works contractors.

Each offer Drafted in Englishor French and in seven (07) copies, including one original and six (06) copies, labelled as such, tender shall besubmitted in a sealed envelope andagainst a receipt at the unit of launching of tenders of the Internai Commission in charge of Public Contracts situated at the Massangam Council, not later than 03/02/2026 at 10o'clock They shall bear the following:

(URGENCY PROCEDURE)

The maximum tumaround time provided by the contracter for the work is three (03) months. The period runs from the date of notification of the service order to begin work

Each tenderer must attach to his administrative documents a tender security in the form specified in the Bidding Documents and the amount of which is:

01 MBOUTGOU 2 - NJINCHUT 500 000

02 KOUGOUOMBAING 300 000

Under pain of rejection, the administrative documents required, mustbe produced in originals or true copies certified by the issuing service or an administrative authorithy (Senior Divisional Officer, Divisional Officer...) in accordance with the Spécial Conditions of the invitation to tender.

They must not bemore than three months preceding the original date of submission ofbids (3) months or must not bave been established after the signing of the tender notice.

Any incomplète offer in accordance with the prescriptions ofthis notice and tender file shall be declared inadmissible. Especially the absence ofa bid bond issued by a first-rate bank approved by the Ministiy in charge of Finance.

The administrative documents, the technical and financial proposais shall be opened on 03/02/2026, à 11 O'clock local time, At the Internai Commission in charge of Public Contracts situated at the MASSANGAM Council. Tenders shall be opened in one go and in three steps:

Step 1: Opening of envelope A containing the administrative document (volume 1);

Step 2: Opening of envelope Bcontaining the technical proposai (volume 2);

Step 3: Opening of envelope C containing the financial offer (volume 3).

Ail tenderers may attend the opening session or each has themselves represented by one mandated person of their choice (even in the event of a joint-venture) with sound knowledge of their file

Eliminatory criteria

Bids shall be eliminated according to the following criteria;

^ Absence of bid bond at the opening of bids;

^ Absence of the receipt of the of deposits and consignments flind

y Administrative file (no complianceof an administrative file) not completed in 48 h.

^ False déclarations, fraudulent schemes or forged documents;

^ Appear on the updated list of suspended companies;

^ Failure to comply with 70% essential criteria to the qualification threshold of technical bids;

^ Absence of the sworn statement for not having abandoned contracts during the last three years;

^ Failure to comply with bids file format;

^ Absence ofa quantified unit price in the financial offer;

^ Omission of déclaration to submit;

^ Insuffîcient Production of the offer's copies;

^ To have presented one civil servant;

^ Absence of integrity charter dated and signed

^ Absence of the dated and signed commitment statement to complywith environmental and social clauses.

Essential criteria

Bids shall be evaluating according to the following criteria:

The présentation of the offer (02 criteria);

Supplier's references (05 criteria) ;

Expérience of supervisory staff (08 criteria) ;

Material and essential equipment (05 criteria);

The exécution methodology, the planning, the site's visit report and proposais of exécution (06 criteria);

The contract will be awarded to the bidder with the least offer who acquires the required technical and administrative capacities

Tenderers shall be bound by their tender for a period of ninety (90) days.with effect from the tender-submission deadline
