Within the framework of the exécution of the 2017 Public Investment Budget, the Upper Nyong Divisional Delegate of Public Contracts, Contracting Authority, hereby launches IN EMERGENCY PROCEEDINGS at the account to the Mayor of SOMALOMO CoundI, a national invitation to tender for the rehabilitation work of the Center of the SOMALOMO wildlife.

The Works, which shall be tendered, consists of:
- Lot 100 : Preparatory works ;
- Lot 200 : Foundations;
- Lot 300 : Masonry - Elévations ;
-  Lot 400 : Framework - Cover ;
- Lot 500 : Wooden and metallic carpentry and glaziery ;
- Lot 600 : Plumbing and tiling;
- Lot 800 : Painting;
- Lot 900 : Roads and différent networks

Participation in this Invitation to tender Is open to companies specialised in public works located In Cameroon.

Supplies, which form the subject of this invitation to tender, shall be financed by the 2017 Public Investment Budget.

The provisional deiivery deadiine per lot provided for by the Contracting Authority shall be four (04) months, including the possible constraints related to the site situation such as accessibillty and climate conditions, from the date of notification of service order to start works. It is due to the bidder to propose in his offer a carrying out calendar that goes in the deadline Indicated above.

The offers should be accompanied by a bid bond issued by a first rate-bank approved by the Ministry In charge of finance of an amount of 1% of the predicted amount, that Is 260 000 (Two hundred sixty thousand) Francs CFA.

Each bidder must include In his administrative documents, a bld bond issued by a first rate-bank approved by
the Ministry in charge of finance of an amount of one per cent of the predicted amount of the project, valid for
sixty (60) days from the day of opening of bids.
Under pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities (senior Divisional Officers, Divisional officers...) of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Spécial Conditions of the invitation to tender. They must obligatory not be oider than three months or must not be produced after the signing of the tender file.
Any offer not in conformity with the prescriptions of this notice and tender file shail be declared Inadmissible.
Especially, the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or the
non-respect of the models of the tender file documents shail lead to a pure and simple rejection of the offer without any appeal being entertained

The bids shail be opened in one (01) phase.
The opening of the administrative documents, the technical and financial offers shail take place on the 21/06/2017 al 01 pm local time by the UPPER NYONG Divisional Tenders Board located at the UPPER NYONG Divisional Délégation of Public Contracts. Only bidders may attend or be duly represented by a person of their choice.

A- Main eliminatory criteria
1- Administrative offer
1) Absence of an administrative document;
2) Counterfeit document;
3) Non conformity of a document after the 48 hours regular extension.
2- Technical offer
1) False déclaration or counterfeit document;
2) Having not gather at least 70% of "Yes" in qualification crlteria;
3) Unit prices mémo not completed at above 20 % ;
3- Financial Offer
Omission, in the unit price mémo or the estimate, of the price of a quantified task;
N.B. The certified copies of the previousiy legalized documents will be systematically rejected.
B- Main qualification criteria
The criteria relations to the qualification of candidate are indicated as followed:
1) Financial resources Yes/No;
2) Supplier's references Yes/No;
3) Methodology of work Yes/No;
4) Supply planning and work planning Yes/No;
5) Expérience of supervisory staff Yes/No;
6) Availability of material and essentiel equipment Yes/No;
7) Compréhension of the project Yes/No;
Only bidders that technical offers have received at least 70®/o of "Yes" will have their financial offers analyzed.

The contract will be attributed to the bidder whose:
1- Administrative offer wiil be declared conform;
2- Technical offer wiil be declared conform and have gathered at least 70% of "Yes" in qualification criteria;
3- Financial offer, after ail corrections in conformity with the Particular Régulation of the invitation to tender, wiil be declared conform in relation to the Technical clauses of the invitation to tender, and classified the lowest.

Bidders wiil remain committed to their offers for sixty (60) days from the date set for the deiivery of offers.
