Within the framework of the Public Investment Budget 2026, the State of Cameroon represented by the Mayor of Toko Council, Contracting Authority hereby launches an Open National Invitation to Tender for the Supply and Installation of 35 Solar Street Lighting at Banyo, Tombe and Babiabanga .
The works comprise the output of the preliminary studies carried out and the detailed information provided in the Technical Specifications and the quantitative estimates.
The preliminary works to be done is estimated at the cost of fifty million (50 000 000) FCFA
Participation to this invitation is open to registered qualified Contractors of Cameroonian Nationality with financial ability, technical and professional expertise in supply of services.
Works which formed the subject of this invitation to tender shall be financed by the Public Investment Budget (PIB) of MINEE, 2026 financial year through budget head (imputation) N

NB. An invitation to tender should be accompanied by an electronic support containing numeric version of the project with complete price and quantitative estimates in Excel.
The maximum period provided for the execution of the works is fixed at Three (03) months.
Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment approved by the Ministry in charge of finance, (see list in document No. 11 of this Tender File), and of an amount of one million (1,000,000) FCFA 2% of the project amount which is valid for Ninety (90) days beyond the date of validity of bids.
Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided.

The opening of the bids in one phase shall be done on 23/03/2026 at 11:00 am prompt local time in the Conference Hall of the Council office by the Municipal Tenders Board.
Only bidders may attend or be duly represented by a person of their choice (with power of attorney), who has a full knowledge
The evaluation of bids shall be carried out in three stages:
Ø 1st Stage : verification of the presence and conformity of each administrative document ;
Ø 2nd Stage : Evaluation of the technical bids ;
Ø 3rd Stage: Analyses of the financial bids.
The criteria of evaluation shall be as follows:
12.1-Eliminatory criteria
- Absence of or insufficient bid bond or absence of other relevant or key administrative document;
- False declaration or falsified documents;
- Omission of a quantified task on the bill of quantities and cost estimates;
- Enterprise with an abandoned contract or uncompleted project (above 10% lateness penalties without due justification) in the South west Region;
- Attestation of site visit signed by the Mayor of Toko Council;
- Non satisfaction of at least 75% of the main qualification criteria.
12.2. Main qualification (essential) criteria: The evaluation of the bids shall be done on predefined technical criteria following the binary process (‘Yes’ or ‘No’). The criteria relating to the qualification of candidates will indicatively be on the following:
· General Presentation, compliance with the model bid;
· Financial capacity, access to a line of credit or other financial resources of at least thirty million (30,000,000) francs and the company turnover of at least one hundred million (100,000,000) francs;
· Company references (experience in similar work for the past three years with supporting evidence);
· Quality of the management personnel (Electrical Engineering certificate with at least five years of experience for site Engineer and Electrical Engineering senior technician for site foreman, with at least five years of experience
· Material and essential equipment put at the disposal of the project;
· Methodology, organization of the site and relevance of proposed solutions;
· Duration of execution.
· Turn over as in business license above or equal to 30 million francs
The jobbing order/contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the Public Contracts Code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
