Within the framework of the 2026 Public Investment Budget, the Lord Mayor of Limbe I Council on behalf of the MINISTER OF DECENTRALIZATION AND LOCAL DEVELOPEMENT hereby launches an Open National Invitation to Tender by Emergency Procedure FOR THE CONSTRUCTION OF LOW COST HOUSING IN LIMBE 1 MUNICIPALITY
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.
The estimated costs after preliminary study is one hundred Million (100,000,000) FCFA.
The work is in a single lot;
The tender is open to duly legalized Cameroonian Enterprises that fulfill the requirements of this invitation to tender.
The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2026 financial year; Budget Head N⁰ JBO3895
Interested eligible bidders may obtain further information during working hours as from the 06/02/2026, at the Office of the mayor and online on COLEPS PLATFORM
The complete tender file may be obtained from the Limbe I Council upon presentation of a treasury receipt attesting to the payment of a nonrefundable sum of: 100,000 (one hundred thousand) FCFA at the Limbe I Municipal Treasury. NOTE: Any document poorly drawn-up, not bound as per Article 24 of the Public Contracts Code shall be rejected.
Six (06) months.
Each bidder must include in his/her administrative documents a bid bond issued by CDEC and a first rate banking establishment approved by the Ministry in charge of Finance and recognized and an amount of : Two million ( 2,000, 000) FCFA.
NB: It is set at 2 % of the estimated amount, all taxes inclusive, and with a validity period of ninety (90) days from the date the bids are opened. Bid bone for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidder shall be retain until required performance guarantee for good execution is provided.

FOR THE CONSTRUCTION OF LOW COST HOUSING IN LIMBE 1 MUNICIPALITY

The bids shall be opened in a single (01) phase on 10/03/2026 at 11:00am local time by the LIMBE I Tender Board Office, located at the Limbe I Council. Only bidders may attend or their duly accredited representatives with Power of Attorney
: ELIMINATORY CRITERIA
Bids shall be rejected when:
1- There’s absence or insufficient Bid Bond obtain from cdec.
2- There’s any fake document, False declaration or forged document
3- There’s absence of quantified unit price.
4- Date of execution more than prescribed.
5- Enterprise with an abandoned contract or incomplete projects. (above 10% penalties without due justification)
6- Non-satisfaction of 75% of the main qualification criteria.
7- Bid with external envelope sign or marks of identification.
8- Featuring on MINMAP list of suspended enterprise.
9- Omission of quantified tax’s on the bill of quantities and cost estimate.
15.2: MAIN QUALIFICATION CRITERIA:
The criteria relating to the qualification of candidates will indicatively be on the following:
1- Certificate of categorization from MINMAP. CATEGORY D
2- Attestation of Solvency from a recognized bank not less than 65,000,000 FCFA
3- Enterprise’s references for the past five years.
4- Methodology /Organization of the site.
5- Availability of material and essential equipment
6- Experience of supervisory staff.
7- Initialize and sign the last pages of the special technical and administrative clauses
NB: The marking scale for offers by scoring of points is banned in favor of the binary method (Yes or No).
The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions in accordance to article with article 99 of the public contract code.
Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
Complementary technical information may be obtained from the Mayor’s Office Limbe I Council; from Monday to Friday between 7:30 am and 3:30pm.
