The Mayor of Demdeng council, Contracting Authority, is launching an Open National Call for Tenders for the Construction work of Djebem municipal stadium, under emergency procedure, phase I

This work includes the following operations, the list of which is not exhaustive:

-         PRELIMINARY WORK ;

-          CLEANING AND EARTHWORKS;

-          FOUNDATION;

EQUIPMENT

The works are divided into a single lot as defined below

Participation is open on equal terms to all public works companies governed by Cameroonian law and established in Cameroon

The estimated cost of the operation following the preliminary studies is shown in the table above

The tender documents can be consulted during opened hours at Demdeng counciloffice, Tel: 699 74 91 84 / 699 82 02 23

Tender documents may be consulted and collected during working hours from the date of publication of this notice at the Demdeng council office upon presentation of the original of a receipt for payment to the municipal revenue of the said council of a non-refundable sum of 400,000 (Four hundred thousand ) CFA francs

Each offer, written in French or English, in seven (07) copies, including one ( 01) original and six (06) copies marked as such, must reach the Demdeng council office no later than 30^th/03/2026 at 10 AM local time and must bear the following inscription :

"OPEN NATIONAL INVITATION TO TENDER N° 04 /ONIT/ C-DDG/SG/SIGAMP/CIPMP-DDG/2026 OF THE 04/03/2026 OF THE 04^TH/03/2026 FOR THE CONSTRUCTION FOR THE CONSTRUCTION OF THE DJEBEM MUNICIPAL STADIUM, IN DEMDENG COUNCIL, KOUNG-KHI DIVSION, WEST REGION, UNDER EMERGENCY PROCEDURE (PHASE I).

ONLY TO BE OPENED DURING THE BALL COUNTING SESSION"

The maximum completion time for the work, as stipulated by the Project Owner, is indicated in the table below. These timeframes begin from the date of notification of the work commencement order.

Each bidder must include with their administrative documents a bid security deposit drawn up according to the model indicated in the Tender Documents and in the amount of CFA francs indicated in the table of Point 3 , issued by one of the financial institutions approved by the Minister in charge of Finance.

The provisional guarantee will be automatically released no later than 30 days after the expiry of the offer validity period for unsuccessful bidders. If the bidder is awarded the contract, the provisional guarantee will be released after the final guarantee has been established

Under penalty of rejection, the required administrative documents must be produced in originals or certified copies by the issuing service or an administrative authority, in accordance with the stipulations of the Specific Regulations of the Call for Tenders.

They must be dated less than three (03) months prior to the original date of submission of the offers or have been established after the date of signature of the Invitation to Tender.

NB : The Contracting Authority or the Procurement Commission reserves the right to request, at all stages of the procurement procedure, that bidders present the originals of the documents produced, and failure to present them may result in disqualification.

The bids will be opened in one session. The opening of the administrative documents, technical and financial offers will take place on 30^th/03/2026 at 11 AM sharp. It will be done in the meeting room of the Municipality of Demdeng by the Internal Public Procurement Commission meeting in the presence of the bidders or their duly authorized representatives and having a perfect knowledge of the file. Only tenderers may attend these opening sessions or be represented by a single person of their choice, duly authorized.

The opening of the envelopes will take place in one go and in three stages:

-   ^Step 1 : Opening envelope A containing the administrative documents (volume 1 );

-   Step 2 ^: Opening of envelope B containing the technical offers (volume 2);

-   Step 3 ^: Opening of envelope C containing the financial offers (volume 3).

Each bidder may attend this opening session or be represented by a single duly authorized person (even in the case of a group) of their choice

1 Exclusion criteria

·         Absence of the bid bond ;

·         Non-compliant administrative document not rectified after 48 hours;

·         Incomplete financial offer;

·         False declaration or scanned documents

·         Not having met at least 70% of the essential criteria;

·         Omission in the Financial Offer of a quantified unit price;

·         Insufficient number of copies of the Offers produced (less than seven);

·         Absence of a certified copy of the categorization certificate or the receipt for the BTP categorization application.

·         Absence in the technical offer of the declaration on honour of not abandoning the construction site during the last three (03) years;

2 Essential Criteria

·         Presentation of offers ( 1 criteria )

·         The company's management staff based on 8 criteria ;

·         The company's references based on 8 criteria ;

·         Construction equipment to be mobilized based on 10 criteria ;

·         The execution methodology is based on 3 criteria ;

·         Financial offer with 3 criteria.

The contract will be awarded to the bidder submitting the lowest evaluated offer and fulfilling the technical and financial capacities ( 70% of the criteria ) required resulting from the so-called essential or eliminatory criteria

Bidders remain bound by their offer for ninety (90) days from the deadline set for the submission of offers.
