The Mayor of Demdeng Council - Contracting Authority, launches on an Open National Invitation to Tender, in Emergency Procedure, for the construction of four shops at Famtum and Famwouo markets, in Demdeng council, Koung-Khi division, west Region (in emergency procedure).

This work includes the following:

The Works subjects of the present Call of offers are in unit lot, for a cost of 20 billions each.

Participation in this invitation to tender is open to all Cameroonian companies established in Cameroon and operating in the field of Building and Public Works

Works subject of this invitation to tender are financed by Public Investment Budget MINDDEVEL of the 2026 year

As soon as this notice is published, tender documents (dossier) may be obtained at the Demdeng council against presentation of a payment receipt from the council treasury Demdeng of a nonrefundable sum of twenty thousand (20 000) F.CFA.

This receipt must identify the payer as the representative of the company wishing to participate in the Tender

Each offer written in French or English and in seven (07) copies with one (01) original and six (06) copies marked as such, shall be received, against a receipt, at The Demdeng Council, up to the 30^th /03/2026 at 11 AM accurate local time and will be marked as following:

 “OPEN NATIONAL INVITATION TO TENDER NOTICE N° 05 /ONIT/C-DDG/SG/SIGAMP/CDPM-KK/2026 OF THE 04th/03/2026 FOR THE CONSTRUCTION OF FOUR SHOPS AT FAMTUM AND FAMWOUO MARKETS, IN DEMDENG COUNCIL, KOUNG-KHI DIVISION, WEST REGION (IN EMERGENCY PROCEDURE).

 To be opened only at the official session of the tenders board”

The maximum execution deadline provided by the Project Owner for the execution of works subject of this tender shall be three (03) months

Each bidder must include in his administrative documents, a bid bond -issued by a first rate-bank approved by the Ministry of Finance, featuring on the list in document 12 of the tender file- for an amount of 200 000 (Two hundred thousand) F.CFA per each lot and valid for thirty (30) days beyond the original date of the validity of offers.

For unsuccessfull bidders, the provisional bid bond will be free thirty (30) days after the designation of the contractor and at the latest thirty days after expiry of the validity period of offers

Bids will be opened on the 30^th/03/2026, at 12 AM, local time, by the CIPMP of the Demdeng council, in the presence of bidders or their duly authorized representatives having perfect knowledge of the case.

Bids will be opened in a single phase and be evaluated in 3 phases :

1 : verification of the conformity of the administrative documents of each tender ;

2 : evaluation of the conformity of the technical bids ;

3 : verification of financial offers of enterprises that are technically qualified

1 - Eliminatory Criteria

In addition to the cases of the offer’s elimination or inadmissibility already mentioned through this tender file, all offers subject to the following cases shall equally suffer elimination or inadmissibility. 

a)       The absence or non-conformity of the bid bond;

b)      The non-conformity of the administrative document and its non-regularization Within 48 hours after opening of bids;

c)       The outer shell should not have a distinctive sign;

d)      false declarations or fake documents;

e)      The absence of a quantified unit price in BPU (Unit Price List), DGP and SDP;

f)         A technical evaluation score of less than 70/100;

g)       The declaration on the honor attesting the achievement of all your contracts during the past three (3) financial years. 

2- Essential criteria

Offers will be evaluated in three levels through the Eliminatory Criteria, and also the Main Qualification Conditions laid via binary method of “Yes” or “No”. 

The essential criteria concerning the qualification of candidates will relate to:

NB: only offers who will satisfy at least 17 (seventeen) over 24 (twenty-four) essential criteria, will be retained for the assessment of their financial documents

Bidders remain committed to their offers during ninety (90) days, from the initial deadline set for the submission of tenders.
