Within the framework of the execution of the 2026 Public Investment Budget, the Mayor of the Municipality of Bangangté, the Contracting Authority, is launching, on behalf of the Bangangté City Hall, an Open National Invitation to Tender for the Development Works of the Bangangté Municipal Stadium (Phase 3).
• Installation;
• Development of the playing field;
• Security;
• Miscellaneous equipment.
The estimated total cost of the operations, including VAT, following the preliminary studies, is 80,000,000 (eighty million) FCFA
The aforementioned works are divided into a single lot
Participation in this tender is open to all small and medium-sized enterprises incorporated under Cameroonian law with proven expertise in public works.
The works covered by this tender are financed by the MINSEP 2026 Public Investment Budget (transferred funds).
The tender documents may be consulted free of charge at the offices of the Contracting Authority during business hours at Bangangté Town Hall, Procurement Department, telephone 675 16 93 99/695 98 36 46, from the date of publication of this notice.

The physical copy of the tender documents may be obtained from Bangangté Town Hall, Procurement Department, from the date of publication of this tender notice, upon payment of a non-refundable fee of 100,000 (one hundred thousand) CFA francs, payable to the Bangangté Municipal Treasury, representing the cost of purchasing the tender documents

The maximum timeframe stipulated by the Contracting Authority for the completion of the works covered by this tender is four (4) calendar months. This period begins from the date of notification of the work commencement order
Each bidder must include with their administrative documents a stamped, hand-paid bid security issued by an organization or financial institution authorized by the Minister of Finance to issue guarantees in the field of public procurement. A list of these institutions is provided in document 14 of the tender documents. The amount of the bid security is 400,000 (four hundred thousand) FCFA and it is valid for thirty (30) days beyond the initial bid validity period. The absence of this bid security will result in the outright rejection of the bid. A bid security submitted but unrelated to the tender in question will be considered missing. A bid security presented by a bidder during the bid opening session will be inadmissible. Under penalty of rejection, the provisional guarantee must be submitted in original form, handwritten and signed, dated within the last three (3) months, and drawn up according to the model indicated in the Tender Documents by a financial institution approved by the Minister of Finance to issue guarantees for Public Procurement.
The guarantee will be validated by a deposit receipt from the CDEC
Administrative documents, the technical offer, and the financial offer must be placed in separate, sealed envelopes.
The following will be rejected by the Contracting Authority:
• Envelopes bearing information about the bidder's identity;
• Envelopes received after the submission deadline;
• Envelopes without identifying the Invitation to Tender;
• Failure to submit a copy of the purchase receipt for the tender documents to the Procurement Department at the time of bid submission.
Any incomplete offer, in accordance with the requirements of the Tender Documents, will be declared inadmissible

1 Disqualifying Criteria
These include:
▪ Failure to provide the bid security at the bid opening;
▪ Failure to present the bid security during the bid opening session;
▪ Failure to submit, within 48 hours of the bid opening, any document from the administrative file deemed non-compliant or missing at the time of the bid opening;
▪ False statements, fraudulent maneuvers, or falsified documents;
▪ Failure to meet 70% of the essential criteria of the technical file;
▪ Absence of a quantified unit price in the Financial Offer;
▪ Absence of any element of the Financial Offer (the bid submission, the unit price schedule, the bill of quantities);
▪ Absence of a dated and signed integrity charter;
▪ Absence of a dated and signed declaration of commitment to respect environmental and social clauses;
▪ Being listed among companies suspended by the Public Procurement Authority;
▪ Fewer than seven (7) copies of the bids;
▪ Absence of the CDEC receipt accompanying the bid bond.
2. Essential Criteria
The essential criteria for qualifying bidders will relate to:
▪ the presentation of the offer;
▪ the bidder's references;
▪ financial capacity (access to a line of credit or other financial resources, turnover, proof of financial solvency);
▪ the qualifications and experience of the staff;
▪ logistical resources;
▪ the execution methodology
The Contracting Authority will award the contract to the bidder whose offer meets the required technical and financial qualification criteria and whose offer is evaluated as the lowest, including any proposed discounts (see Article 34 of the General Terms and Conditions of Tender).
Bidders remain bound by their bids for 90 days from the initial deadline for submitting bids.
