Within the framework of the 2026 Public Investment Budget, the Mayor of the Bangangté municipality, the Contracting Authority, is launching, on behalf of the Bangangté Town Hall, an Open National Invitation to Tender under an emergency procedure for the execution of the aforementioned works in five lots

The estimated total cost of the project, including all taxes, following the preliminary studies, is:
• For Lot 1: 28,000,000 FCFA.
• For Lot 2: 15,100,000 FCFA.
• For Lot 3: 40,000,000 FCFA.
• For Lot 4: 38,000,000 FCFA.
• For Lot 5: 20,000,000 FCFA.
The work is divided into five lots:
Participation in this tender is open to all Cameroonian small and medium-sized enterprises.
The works covered by this tender are financed by:
Lot 1: MINEDUB 2026 Budget;

The physical version of the tender documents may be obtained from the Bangangté Town Hall, Procurement Department, from the date of publication of this notice, upon payment of a non-refundable fee of 75,000 (seventy-five thousand) CFA francs, representing the cost of purchasing the tender documents, at the Bangangté Municipal Treasury.

The maximum time allowed by the Contracting Authority for the completion of the work covered by this tender is three (3) calendar months for each lot. This period begins from the date of notification of the service order to commence work
Each bidder must include with their administrative documents a bid security, paid by hand, issued by an organization or financial institution authorized by the Minister of Finance to issue guarantees in the field of public procurement. A list of these institutions is included in document 14 of the tender documents. The amount is: 140,000 (five forty thousand) CFA francs for Lot 1; 75,500 (seventy-five thousand five hundred) CFA francs for lot 2; 200,000 (two hundred thousand) CFA francs for lot 3; 190,000 (one hundred ninety thousand) CFA francs for lot 4 and 100,000 (one hundred thousand) CFA francs for lot 5 and valid for up to thirty (30) days beyond the initial validity date of the offers. Under penalty of rejection, the bid bond must be submitted in original form, handwritten and signed, dated within the last three (3) months, and prepared according to the model indicated in the Tender Documents by a financial institution authorized by the Minister of Finance to issue bonds for Public Procurement. Its absence will result in the outright rejection of the bid. A bid bond submitted but unrelated to the tender in question will be considered invalid.
A bid bond submitted by a bidder during the bid opening session is inadmissible.
The bid bond will be valid upon presentation of a deposit receipt to the CDEC (Commission for the Development of Public Procurement).
Administrative documents, the technical offer, and the financial offer must be placed in separate, sealed envelopes.
The following will be rejected by the Contracting Authority:
• Envelopes bearing information about the bidder's identity;
• Envelopes received after the submission deadline;
• Envelopes without identifying the Invitation to Tender;
• Failure to submit a copy of the purchase receipt for the tender documents to the Procurement Department at the time of bid submission.
Any incomplete offer, in accordance with the requirements of the Tender Documents, will be declared inadmissible.

1 Disqualifying Criteria
These include:
• The absence of the bid security at the opening of the bids;
• The presentation of the bid security during the bid opening session;
• The failure to submit, within 48 hours of the bid opening, any document in the administrative file deemed non-compliant or missing at the time of the bid opening;
• False statements, fraudulent maneuvers, or falsified documents;
• Failure to comply with 70% of the essential criteria of the technical file;
• Absence of a quantified unit price in the financial offer;
• Absence of an element of the financial offer (the submission, unit price schedule, bill of quantities);
• Absence of a dated and signed integrity charter;
• Absence of a dated and signed declaration of commitment to respect environmental and social clauses;
• Being listed among companies suspended by the Public Procurement Authority;
• Fewer than seven (7) copies of the offer;
• Failure to submit a copy of the purchase receipt for the tender documents to the Procurement Department when submitting the offer. The absence of the CDEC receipt accompanying the bid bond.
2. Essential Criteria
The essential criteria for qualifying bidders will focus on:
▪ The presentation of the offer;
▪ The bidder's references;
▪ Financial capacity (access to a line of credit or other financial resources, turnover, proof of financial solvency);
▪ The qualifications and experience of the staff;
▪ Logistical resources;
▪ The execution methodology.
The Contracting Authority awards the contract to the bidder whose offer meets the required technical and financial qualification criteria and whose offer is evaluated as the lowest, including any proposed discounts (see Article 34 of the General Terms and Conditions of Bidding).
Bidders remain bound by their offers for 90 days from the initial deadline for submission
