In connection with the aforementioned project, the Mayor of the Municipality of Bangangté, the Contracting Authority, is launching, on behalf of the Bangangté City Hall, an Open National Invitation to Tender under an emergency procedure for the execution of the above-mentioned project.

• Preliminary work (site preparation)

• Well construction

• Well pumping, treatment, and disinfection testing

• Pumping equipment installation

• Pipe laying

• Construction of the technical building

• Distribution network rehabilitation

• Standpipe rehabilitation

• Supply and installation of a pico solar photovoltaic power plant and maintenance parts

• Training and establishment of a management committee

• Supply of a maintenance kit

The estimated cost of the project, following preliminary studies, is:

- 20,338,646 FCFA (including VAT)

The work is divided into a single lot

Participation in this tender is open to all small and medium-sized enterprises incorporated under Cameroonian law with proven experience in the execution of water supply projects

The work covered by this tender is financed by the 2026 Public Investment Budget (MINDDEVEL

The documents may be obtained from the Bangangté Municipality (Procurement Department) upon presentation of a receipt for payment of a non-refundable fee of fifty thousand (50,000) CFA francs, payable to the Bangangté Municipal Treasury

The maximum timeframe stipulated by the Project Owner for the completion of the work covered by this tender is three (3) months

1 Disqualifying Criteria

These include:

▪ The absence of the bid security at the bid opening;

▪ Failure to present the bid security during the bid opening session;

▪ Failure to submit, within 48 hours of the bid opening, a document from the administrative ile deemed non-compliant or missing at the time of the bid opening;

▪ False statements, fraudulent maneuvers, or falsified documents;

▪ Failure to meet 70% of the essential criteria of the technical file;

▪ Absence of a quantified unit price in the financial offer;

▪ Absence of an element of the financial offer (the bid, the unit price schedule, the bill of quantities);

▪ Absence of the dated and signed integrity charter;

▪ Absence of the dated and signed declaration of commitment to respect environmental and social clauses;

Being listed among the companies suspended by the Public Procurement Authority;

• Submitting fewer than seven (7) copies of the bid;

• Failure to submit a copy of the purchase receipt for the tender documents to the Procurement Department when submitting bids;

• Absence of the CDEC receipt accompanying the bid bond.

Essential Criteria

Essential criteria are those that are paramount or key to assessing the technical and financial capacity of the candidates to carry out the work that is the subject of the tender. These criteria must be determined based on the nature and scope of the work to be performed.

The criteria relating to candidate qualification will, for guidance purposes, include:
