1.Objet New(Additif)

Within the framework of the execution of the 2026 Public Investment Budget, the Mayor of the Municipality of Bangangté, the Contracting Authority, is launching, on behalf of the Bangangté Town Hall, an Open National Invitation to Tender under an emergency procedure for the execution of the above-mentioned works in two lots.

2.Consistance des prestations New(Additif)

The work includes, in particular, the following for each lot:

Lot 1:

• Preliminary work;

• Cleaning and earthworks;

• Roadway;

• Sanitation and drainage;

• Engineering structures;

• Signage and safety equipment.

Lot 2:

• Preliminary work;

• Cleaning and earthworks;

• Roadway;

• Sanitation and drainage;

• Engineering structures;

• Signage and safety equipment

3.Cout Prévisionnel New(Additif)

The estimated total cost of the project, including VAT, following the preliminary studies, is:

For Lot 1: 37,053,000 CFA francs.

For Lot 2: 12,947,000 CFA francs

The work is divided into two lots

5.Participation et origine New(Additif)

Participation in this tender is open to all small and medium-sized enterprises incorporated under Cameroonian law with proven expertise in the field of public works

6.Financement New(Additif)

The works covered by this tender are financed by the BIP MINDHU 2026 (transferred resources)

7.Consultation du Dossier New(Additif)

The physical file can be consulted free of charge in the offices of the Project Management Office during working hours at the Bangangté Town Hall, in the markets department, telephone 675 16 93 99/695 98 36 46, from the date of publication of this notice

8.Acquisition du Dossier New(Additif)

The physical version of the tender documents may be obtained from the Bangangté Town Hall Procurement Department from the date of publication of this notice, upon payment of a non-refundable fee of 40,000 (forty thousand) CFA francs, representing the cost of purchasing the tender documents, payable to the Bangangté Municipal Treasury

10.Delai de Livraison New(Additif)

The maximum time allowed by the Contracting Authority for the completion of the work, which is the subject of this invitation to tender, is three (3) calendar months. This period begins from the date of notification of the work order to commence services

11.Cautionnement Provisoire New(Additif)

Each bidder must include with their administrative documents a stamped, hand-paid bid security issued by an organization or financial institution authorized by the Minister of Finance to issue guarantees in the field of public procurement. A list of these institutions is included in document 14 of the tender documents. The amount of the bid security is 185,265 (One hundred eighty-five thousand two hundred sixty-five) CFA francs for Lot 1 and 64,735 (Sixty-four thousand seven hundred thirty-five) CFA francs for Lot 2. The bid security must be valid for thirty (30) days beyond the initial bid validity period.

Under penalty of rejection, the bid bond must be submitted in original form, handwritten and signed, dated within the last three (3) months, and prepared according to the model indicated in the Tender Documents by a financial institution authorized by the Minister of Finance to issue bonds for Public Procurement. Its absence will result in the outright rejection of the bid. A bid bond submitted but unrelated to the tender in question will be considered invalid.

A bid bond submitted by a bidder during the bid opening session is inadmissible.

The bid bond will be valid upon presentation of a deposit receipt to the CDEC (Commission for the Development of Public Procurement)

12.Recevabilité des Offres New(Additif)

The administrative documents, the technical offer, and the financial offer must be placed in separate envelopes and submitted in sealed envelopes.

The following will be rejected by the Contracting Authority:

• Envelopes bearing information about the bidder's identity;

• Envelopes received after the submission deadline;

• Envelopes without indication of the Invitation to Tender;

• Failure to submit a copy of the purchase receipt for the tender documents to the Procurement Department at the time of bid submission.

Any incomplete offer, in accordance with the requirements of the Tender Documents, will be declared inadmissible.

14. Opening of Bids

The bids will be opened in a single session on March 16, 2026, at 11:00 a.m. sharp by the Contracting Authority's Internal Procurement Committee in the council chamber of the Bangangté Town Hall, located in the Bangangté City Hall building.

Only bidders may attend this opening session or be represented by a single duly authorized representative of their choice, even in the case of a consortium.

Under penalty of rejection, the required administrative documents must be submitted in original form or certified copies from the issuing department or the competent administrative authority, in accordance with the provisions of the Special Tender Regulations. They must be less than three (3) months old or have been issued after the date of signature of the Invitation to Tender

14.Critères d'évaluation New(Additif)

1 Disqualifying Criteria

These include:

▪ Failure to provide the bid security at the bid opening;

▪ Failure to present the bid security during the bid opening session;

▪ Failure to submit, within 48 hours of the bid opening, any document from the administrative file deemed non-compliant or missing at the time of the bid opening;

▪ False statements, fraudulent maneuvers, or falsified documents;

▪ Failure to meet 70% of the essential criteria of the technical file;

▪ Absence of a quantified unit price in the Financial Offer;

▪ Absence of any element of the Financial Offer (the bid submission, the unit price schedule, the bill of quantities);

▪ Absence of a dated and signed integrity charter;

▪ Absence of a dated and signed declaration of commitment to respect environmental and social clauses;

▪ Being listed among companies suspended by the Public Procurement Authority;

▪ Fewer than seven (7) copies of the bids;

▪ Failure to submit a copy of the purchase receipt for the tender documents to the Procurement Department when submitting bids;

▪ Absence of the CDEC receipt accompanying the bid security.

15.2. Essential Criteria

The essential criteria for qualifying bidders will include, but are not limited to:

▪ the presentation of the offer;

▪ the bidder's references;

▪ financial capacity (access to a line of credit or other financial resources, turnover, proof of financial solvency);

▪ the qualifications and experience of the staff;

▪ logistical resources;

▪ the execution methodology.

15.Attribution New(Additif)

The Contracting Authority will award the contract to the bidder whose offer meets the required technical and financial qualification criteria and whose offer is evaluated as the lowest, including any proposed discounts (see Article 34 of the General Terms and Conditions of Bidding)

16.Durée Validité des Offres New(Additif)

Bidders remain bound by their bids for 90 days from the initial deadline for submitting bids
