The works comprise the outcome of the preliminary studies carried out and the detailed information provided for in the technical specifications. It concerns the rehabilitation of two classrooms.

The estimated cost after preliminary studies is 15 000 000 FCFA.

Participation is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.

The file may be obtained from the Mamfe Council Contracts Office, as soon as this notice is published against payment of a non-refundable sum of 20 000 FCFA for the tender to the Mamfe Municipal Treasury with an acknowledgement receipt thereof.

Each bid drafted in English or French in six (06) copies including the original and five (05) copies marked as such, should reach the Mamfe Council Contracts Office on 30/04/2026 at 10.00 am local time and labelled.

-       Envelope A: Administrative bid;

-       Envelope B: Technical bid;

-       Envelope C: Financial bid.

NB: These three (03) envelopes shall be put in the fourth envelope and shall be the only one to have the label mentioned below

FOR THE REHABILITATION OF TWO (02) BLOCKS OF FOUR (04) CLASSROOMS AT GOVERNMENT SCHOOL NCHANG.

 “To be opened only during the Bid - opening session”

The maximum deadline provided for by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment or a fully accredited Insurance company approved by the Ministry in charge of finance and whose list is found in document N° 10 of the Tender File, of an amount of 300 000 FCFA and valid for thirty (30) days beyond the date of validity of bids.

The bid bond will be released 30 days after the validity of the bids.

If the bidder is awarded the contract/jobbing order, the bid bond will be released after the final bond has been established.

The bid bond should be provided in accordance with the Circular Letter N^o 000019/LC/MINMAP of  5^th June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts. This bid bond should be authenticated by a certificate issued by CDEC.

Under pain of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the Special Conditions of the Invitation to tender. They must not be older than three (03) months.

Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

The bids shall be opened in a single (01) phase on 30/04/2026 at 11.00 am local time by the Mamfe Council Internal  Tenders Board in the Conference Hall, located at Mamfe Council premises. Only bidders may attend or their duly accredited representatives with Power of Attorney.

            A bid shall be rejected if:      

-          It lacks a bid bond in the Administrative bid, in accordance with the rules and regulations in force;

-          The technical score is less than the minimum required;

-          It has any fake or forged document;

-          Absence of quantified unit price.

-          Absence of any sub detail of prices;

-          It carries any false information.

-          Enterprise has any abandoned projects within the Division in the last three years.

The jobbing order shall be awarded to the contractor fulfilling the best technical and financial conditions.

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
