Within the framework of the execution of public investment fund and to promote the social economy sector and handicraft in Batibo Council area, the Mayor of Batibo Council, Contracting Authority, on behalf of the Republic of Cameroon, hereby launches, a Request for Quotation FOR THE SUPPLY OF TAILORING MACHINES AND CLODING MATERIALS TO TRAINED YOUTHS IN BATIBO SUB DIVISION, Momo Division.

The services of this request for quotation include the supply of;

1. SITE INTSALLATION
2. INDUSTRIAL SEWING MACHINES
3. BUTTERFLY SEWING MACHINES
4. TERGAL MATERIALS
5. BUTTONS, SCISSORS, THREAD

The estimated cost is 5,000,000 FCFA

Single lot

Participation is open under the same conditions to all Cameroonian companies and business concerned that have proven experience in the field of Supplies of equipment’s  and materials .

MINPMESSA – PUBLIC INVESTMENT FUND 

The tender file may be consulted at the Batibo Council office during working hours, as soon as this tender notice is published.

The file may be consulted and obtained at the Batibo Council office, with effect from the date of signature of this Tender Notice, upon presentation of a receipt attesting to the payment of a non-refundable fee of 10 000 CFA francs (ten thousand Francs CFA) payable at the BATIBO Council Treasury, representing the cost of purchasing the tender file. 

Complete bidders’ files, including all administrative documents, must be deposited in 07 copies including the original file and 06 copies not later than 28/04/2021 at 10:00 AM local time in sealed envelopes, in the Batibo Council Office and should carry the inscription:

The maximum execution deadline shall be two (02) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the administrative order of work commencement.

Bids will be opened on the 28/04/2021 at 11:00 AM in the Conference Hall of Batibo Council, by the Internal Tender’s Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they so desire.

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

        A.1- Administrative documents

1-    Absence of bid bond in the administrative file;

2-    Deadline for delivery higher than prescribed;

3-    False declaration or falsified documents;

4-    A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;

5-    Absence or nonconformity of a document in the administrative file which is not provided by the bidder within 48hours after opening as requested by the tenders board.

6-    Non respect of 75% of essential criteria

7-    Change of quantity or unit

8-    Suspended by MINMAP in 2021.

1. Essential criteria

       A.2 - Technical and Financial file

• Incomplete  or non-compliant documents;
• False declaration, forged or scanned documents;
• Absence of the pre-financing capacity of at least one million, two hundred and fifty thousand (1,250,000) CFA F.
• Incomplete financial offer;
• Omission of quantified unit price in the financial offer;

• Nonexistence in the technical file of the rubric « organization, methodology and planning »

• Technical assessment mark less than 75% of “Yes”.

• Absence of a break down unit price. 

1. Essential criteria

1-    General presentation of the tender files;

2-    Financial capacity;

3-    References of the company in  similar achievements;

4-    Quality of the personnel; 

5-    Technical organization of the works;

6-    Logistics;

7-    Attestation and report of site visit;

8-    Draft purchase odder duly filled initialed in all pages signed and dated on the last page.

This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of 75% of the essential criteria taken in account.

The contract will be awarded to the bidder whose bid fulfils the required technical and financial ( total without taxes) criteria and is deemed to be the lowest, in conformity with the regulations of the Tender Documents and having satisfied to 75% of “Yes”.

The bidder is bound by his bid for a period of sixty (60) days with effect from the deadline fixed for the submission of the bids.
