The Vice Chancelior of the University of Bamenda hereby launches an Open National Invitation to tender for the supply and installation of equipment for the setting off of the University of Bamenda'sprinting press.

The services to be provided through this tender consist of the supply of equipment for printing respecting the technical specifications described in this tender as well as their installation and all the tests insuring their proper functioning.

 The estimated cost of the project is One hundred and twenty million (120 000 000) FCFA.

The supplies shall be in a single lot.

This open invitation to tender Is intended for any Cameroonian statutary company operating in this sector of activity and having experience in the supply of printing equipment

This tender shall be financed by the Public investment budget of the University of Bamenda for the 2017 financial year on budget heads 461-390000-228000.

The tender file may be consulted and withdrawn during working days and hours as from the publication of this notice at the Secretariat of the Development, Physical Plant and Infrastructure Office of the University of Bamenda P.O.Box 39 Bambili.

The file may be obtained during working hours upon publication of this notice at the Support Unit for the Launchtng of Tenders, at the Secrétariat of the Development, Physical Plant and Infrastructure Office of the University of Bamenda, P.O.Box 39 Bambili. Withdrawal of the file will be done upon presentation ofa receipt of payment of a non-refundable sum of 10 000 (one hundred thousand) CFA francs in theCAS-ARMP Special Account N°335988, opened in BICEC Branches.

Complété offers written in English or French in seven (07) copies, including the original and six (06) copies, marked as such, sealed in an envelope shall be deposited at the Secrétariat of the Development, Physical Plant and Infrastructure Office of the University of Bamenda, on or before 13 JUIN 2017 at 10 am, local time. The sealed envelope should carry the inscription:

The maximum delivery deadiine provided for by the Project Owner for delivery of the supplies related to this tender shall be four (04) months.

Each bidder must include in their administrative documents a bid bond issued by a first rate bank approved by the Minister of Finance and recognized by COBAC featuring on the list in document of the tender file of amount of Two million four hundred thousand (2 400 000)FCFA.

The bid bond will remain valid for (30) days beyond the original date set for the validity of offers (90 days).

To risk not being rejected, the other administrative documents required must be produced in originals or certified true copies by the issuing service or an administrative authority in accordance with the Spécial Conditions of the invitation to tender. They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice. Any incomplète offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible.

This applies especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in asingle phase on 13 JUIN 2017 at 11 am at the Auditorium of the University of Bamenda, in the presence of bidders or duly authorized représentatives heaving full Knowledge of the file

Eliminatory criteria
• Irregular or incomplete administrative documents ;
• Pake déclarations or false documents;
• Non conformity to six (06) of the essential criteria;

Essential chteria
The essential criteria will beevaluated through the attached évaluation grid following the (Yes/No) System.

The contract will be awarded to the Bidder whose bid isdeemed to be in compllance essentially with the Tender File and has the required technical and financial capacities to execute the contract satisfactorily, and whose bid will have been evaluated as the lowest.

It is specified that the tenders will remain committed to theiroffers for three months from the deadline set for the submtssion oftenders. Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
