The General Manager of UNVDA Ndop hereby launches an Open National Invitation to tender in emergency procedure for the purchase and collection of 7,750tons of paddy rice from farmers including handling charges in UNVDA Ndop in two (02) lots.
The services to be provided through this tender consist of the purchase and collection of 7,750tons of paddy rice from farmers including handling charges in UNVDA Ndop in two (02) lots.
The estimated cost of the project stands at: 1,860,000,000 (one billion eight hundred and sixty million) francs CFA Tax Inclusive with lots classified as follows;
Ø Lot 1: 1,020,000,000 (One billion twenty million) FCFA taxes inclusive
Ø Lot 2: 840,000,000 (Eight hundred and forty million) FCFA taxes inclusive
The purchase shall be in two (02) lots defined as follows:
Ø Lot 1: Purchase and collection of 4,250tons of paddy rice from farmers with handling charges in UNVDA Ndop.
Ø Lot 2: Purchase and collection of 3,500tons of paddy rice from farmers with handling charges in UNVDA Ndop.
NB: A bidder can bid for both lots but can only be awarded
This open invitation to tender is open to all Cameroonian company operating in this sector of activity and having experience in the supply of agricultural related products

FOR THE PURCHASE AND COLLECTION OF 7,750TONS OF PADDY RICE FROM FARMERS INCLUDING HANDLING CHARGES IN UNVDA NDOP IN TWO (02) LOTS.
“TO BE OPENED ONLY DURING THE BIDS OPENING SESSION
The maximum delivery deadline provided for by the Project Owner for the purchase related to this tender shall be Six (06) months.
Each bidder must include in their administrative documents a bid bond featuring on the list of documents of the tender file the amount of lot 1: 10,200,000 (ten million two hundred thousand) francs CFA and lot 2: 8,400,000 (eight million four hundred thousand) francs CFA issued by a first-rate bank and accompanied by a CDEC receipt.
The bid bond will remain valid for (30) days beyond the original date set for the validity of offers (90 days).
N.B: Certified checks will not be accepted.
Under pain of rejection, the other administrative documents required must be produced in originals or certified true copies by the issuing service or competent authority in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible.
This applies especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The bids shall be opened in a single phase on 14 MAY 2026 at 11 o’clock local time by the UNVDA Internal Tenders Board situated at the conference hall of UNVDA at Ndop, in the presence of bidders or duly authorized representatives having full knowledge of the file.
Administrative Documents:
These criteria’s fix the minimum conditions to be met to qualify for the evaluation according to the essential criteria. They are not subject to scoring. The non-respect of these criteria shall lead to the rejection of the bid by the internal tender’s board of UNVDA Ndop.
a) Absence or non-conformity of an element in the administrative file non regularised within 48hrs after opening of bids;
b) Absence of a bid bond issued by a first-rate bank accompanied by a CDEC receipt or non conformity;
c) False declaration or falsified documents
Technical bids:
a) Falsified declaration or falsified documents;
b) Moisture tester to evaluate the moisture content in the paddy rice
c) Winnower to separate grain from husk.
d) Absence of an attestation to a credit line or other sources equivalent to at least:
Ø LOT 1: 840,000,000 (Eight hundred and forty Million) FCFA,
Ø LOT 2: 672,000,000 (Six hundred and seventy-two million) FCFA,
e) Have less than 80% of technical points.
Financial bids:
a) Non conformity of tender submission;
b) Absence of quantified price.
Essential criteria
The criteria relating to the qualification of bidders could indicatively be on the following:
a) General presentation of the bids;
b) Information on qualification (References in similar supplies);
c) Technical proposals;
d) Proof of acceptance of conditions of contract;
e) Methodology;
f) Execution planning and schedule.
N.B.: The evaluation of the technical bid will be done by adding the YES obtained for each criterion. If this mark is less than 80% of YES, the bid will be judged insufficient, disqualified and excluded for financial evaluation.
The contract will be awarded to the Bidder whose bid is deemed to be essentially in compliance with the Tender File and has the required technical and financial capacities to execute the contract satisfactorily, and whose bid will have been evaluated as the lowest.
It is specified that the bidders will remain committed to their offers for three (03) months from the deadline set for the submission of tenders. Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
