The Vice Chancellor of the University of Bamenda hereby launches an Open National
Invitation to tender for the extension, operationalisation and protection of some infrastructure at the University of Bamena

The services to be provided through this tender consist of:
o lot 1: Extension and complementary equinment of the UBa Medical Center
• Construction of an annex R + 1 building to the existing CMS in order to
increase its capacity
• Supplementary equipment in fumiture and hospital beds
• Construction of a délimitation fence
o lot 2: SuDplemental -v facllities forthe football stadium of the sport complex of the Unit
• construction of additional terraces and stabilization of slopes at the football field
• Development oflocker rooms and offices under the grandstand of the football field
• development of access to the football pitch

• HHT development around the pavilion block of Ihe Faculty of Health Sciences
o lot 3: Stabilization of slopes and develonment of HHTs around basketball volleyball and tennis courts
• Stabilization of slopes around lawn-tennis, basketball and volleyball fields
• development of green areas and HHTs around the lawn-tennis, basketball and volleyball fields

The estimated cost of the project is as follows:

The work shall be divided into three (03) lots defined as follows:

•  lot 1 : Extension and complementary equipment of the Medical Centre

• lot 2 : Supplementary facilities for the football stadium of the sports complex of the Unit
  

• lot 3 : Stabilization ofslopes and development ofHHTs around basketball, volleyball and tennis court

This open invitation to tender is intended for any Cameroonian statutory company operating in the sector of public works and having experience in the related domains

This tender shall befinanced by the Public investment budget of the University of Bamenda for the 2017 financial year and next onbudget heads 461-360053-222222 ; 461- 360048-22760

The tender file may be consulted and withdrawn during working days and hours as from
the publication of this notice at the Secretariat of the Development, Physical Plant and
Infrastructure Office of the University of Bamenda P.O.Box 39 Bambili.

The file may be obtained during working hours upon publication of this notice at the Support Unit for the Launching of Tenders, at the Secrétariat of the Development, Physical Plant and Infrastructure Office of the University of Bamenda, P.O.Box 39 Bambili. Withdrawal of the file will be done upon presentation of a receipt of payment of a non refundable sum of 200 000 (two hundred thousand) CFA francs in the CAS-ARMP Special Account N°335988, opened in BICEC Branches.

Complete offers written in English or French in seven (07) copies, including the original and six (06) copies, marked as such, sealed in anenvelope shall be deposited at the Secretariat of the Development, physical Plant and Infrastructure Office of the University of Bamenda, on or before 13 JUIN 2017 at 11 am, local time. The sealed envelope should carry the inscription:

The maximum delivery deadline provided for by the Project Owner for delivery of the
work related to this tender shall be as follows:

Bach bidder must include in their administrative documents a bid bond issued by a first rate
bank approved by the Minister of Finance and recognized by COBAC featuring on the list in
document of the tender file of amount of :
  -Lot 1 : Four million two hundred thousand (4 200°000) francs CFA
  -Lot 2 : Three million eight hundred thousand (3°800°000) francs CFA
  -Lot 3 : One million three hundred thousand (1 300 000) francs CFA
The bid bond will remain valid for (30) days beyond the original date set for the validity of
offers (90 days)

To risk not being rejected, the other administrative documents required must be produced
in originals or certified true copies by the issuing service or an administrative authority in
accordance with the Spécial Conditions of the invitation to tender.
They must not be older than three (3) months preceding the original date of submission of
bids or must not have been established after the signing of the tender notice. Any incomplète
offer in accordance with the prescriptions of this notice and Tender File shall be declared
inadmissible.
This applies especially the absence of a bid bond issued by a first-rate bank approvedby
the Ministry in charge of Finance.

The bids shall be opened in a single phase on 13 JUIN 2017 am at 12 am at the Conference Hall of the University of Bamenda, in the presence of bidders or duly authorized representatives heaving full knowledge of the file.

• Technical score below 75 %of essential criteria
Essential criteria
The essential criteria will be evaluated through the attached evaluation grid following the
(Yes/No) System.
• Presentation of the bid;
• References ofthe Company in similar supplies;
• Equipment;
• Key personnel;
• Methodology

The contract will be awarded to the Bidder whose bid is deemed to be in compliance essentially wUh the Tender File and has the required technical and fmancial capacities to execute the contract satisfactorily, and whose bid will have been evaluated as the lowest.
A bidder cannot be awarded more than one lot.

It is specified that the tender will remain committed to their offers for three months from the deadline set for the submission if tenders. bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
