Within the framework of the improvement of electrification within the Kumba III municipality, most especially to fight insecurity, the Lord Mayor of the Kumba III Council hereby launches an Open National Invitation to Tender for the extension of electricity from three corners fiango to Dschang Quarters mundame PHASE I.
The works comprise notably: Installation, Preliminary and earthworks, Drainage, Road sign boards and security equipment
The estimated cost after preliminary studies is 50,000,000 (fifty million) FCFA. Inclusive of all taxes
Participation in this Invitation to Tenders is open, on equal terms, to all companies and businesses under Cameroonian law with proven experience in the rural electrification sector and categorised.
Works of this invitation to tender shall be financed by Public Investment Budget - MINEE of the 2026 financial year; Chapter - Paragraph ‑

The maximum deadline provided by the Project Owner is fixed at three (03) months from the date of service order notification to start work.
Each bidder must include in his administrative documents, a bid bond issued by CDEC Yaoundé exclusively of an amount representing 0.2% (100.000) of the contract amount and valid for ninety (90) days beyond the date of validity of bids. Also, the bid bond must be in compliance with the model of the Tender file.

The bids shall be opened in a single phase. The opening of administrative documents and the technical and financial bids shall be on the 28 /04/2026 at 10 am local time by the Kumba III Council Internai Tenders Board situated at the Kumba III Council, and in the presence of aIl bidders. Only bidders may attend or be represented by a duly mandated person.
11. criteria i. Eliminatory criteria
a) Absence of the bid bond;
b) Absence or non-conformity, after a period of 48 hours after the submission of tenders, of at Ieast one of the documents in the administrative file, with the exception of the bid bond which shall be direct elimination without 48 hours extension period.
c) False statement
Falsified or non-genuine document;
d) Incomplete Technical Offer for absence of Attestation of site visit and site visit report; The declaration on honour attesting that the tenderer has not abandoned a contract during the last three years, and that he is not on the list of failing companies established by MINMAP; A Works supervisor with the qualification required in the tender documents; q The section "organization, methodology and planning"
e) Omission of a quantified unit price in the Price Schedule and the Bill of Quantities;
f) Incomplete Financial Offer for absence of any of the following: û A submission;
The Unit Price Schedule according to the model with indication of the prices excluding VAT in figures and in letters, filled in a legible way; q Bill of Quantities;
The sub-detail of unit prices;
g) Proposai of a civil servant among the supervisory staff; h) Not having validated the first five (05) essential criteria after the marking of the essential technical criteria. ii. Essential criteria q Financial capacity; q Enterprise's experience; q Personnel; q Equipment; q Organization, methodology and planning; q General presentation
The contract will be awarded to the tenderer submitting the lowest evaluated bid and fulfilling the required administrative, technical and financial criteria.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
