The Director General of the Douala General Hospital launches a call for applications for the supply of care gloves at the Douala General Hospital (HGD).
The services that are subject of this invitation to tender concern the supply of care gloves at the Douala General Hospital (HGD).
The estimated cost of this service is 39 004 000 CFA francs all taxes included.
The services that are subject of this consultation are in a single lot.
The participation in this consultation is open to companies under Cameroonian law specialized in the supply of pharmaceutical and/or biomedical consumables.
The services concerned by this invitation to tender shall be financed by the operating budget of the Douala General Hospital, 2021 financial year.

The file can be obtained at the Douala General Hospital (Public Contracts Service), as soon as this notice is published, against payment of a non-refundable sum of 55 000 CFA francs into the special Deposit Account CAS-ARMP N°335988 at BICEC at all regional levels and at Dschang and Limbe towns. The original receipt of the above sum should specify the references of the tender notice, the name of the company or group of companies who are paying.
Each bid drafted in French or in English seven (07) copies, that is, one (01) original and six (06) copies labelled as such, should be forwarded to the Public Contracts Service of the Douala General Hospital, B.P 4856 Douala, not later than the 14th may 2021 at 12h local time, in a sealed envelop, and will carry the inscription :
“Notice of consultation for a quotation request
N° 001 /DC/HGD/CIPM/2021 of the 19th april for the supply of care gloves at the Douala General Hospital (HGD).
To be opened only during evaluation session”
The delivery period for this service is spread over 04 months, from the date of the notification of the order to start the service. The place of delivery is the Douala General Hospital.
Each bidder must include in his administrative file, a provisional guarantee of 780 000 CFA francs. This provisional guarantee will be issued by a financial institution or a well-established bank, licensed by the Ministry in charge of Finance and whose list features in document 9 of this File. Each deposit must be valid one hundred and twenty (120) days from the deadline for submission of tenders.
The administrative documents must absolutely be produced in originals or copies certified as authentic by the issuing service or a competent administrative authority, in accordance with the listing provided for in the Special tender Regulations. They must be valid in accordance with the regulations in force. The absence of the provisional guarantee issued by a financial institution or a well-established bank licensed by the Ministry in charge of Finance will lead to outright rejection of the bid without any appeal.
The opening of administrative, technical and financial documents will take place the 14th may 2021 at 1pm local time by the Tender’s Board of the Douala General Hospital at the meeting room of the Department of Financial Resources. Bidders or their duly mandated representatives are called upon to attend this ceremony.
Eliminatory criteria
1- False declaration or falsified documents.
2- Absence of the bid bond.
3- Absence or non-compliance after 48 hours of a document in the administrative file.
4- Absence of a declaration of honor attesting the non-abandonment of a public contract during the last three (03) years, and its absence on the list of failing companies issued by the Ministry of Public Contracts.
5- Absence of the sample accompanied by the packing list in accordance with the model in the file (see the sample packing list model in the model of the parts to be used, in the appendices).
6- Non-compliance of the sample with the requirements of the packing list.
7- Absence of prospectus or/and data sheets specifying the characteristics of the glove proposed.
8- Absence of the authorization to manufacture or market medical devices and / or medical equipment issued by the Minister of Public Health.
9- Absence of the Certificate of Good Distribution Practices issued by the Ministry of Public Health.
10- Failure to meet at least one of the major characteristics (see into the Description of the Supply).
11- Technical mark less than 2/3 of the essential criteria.
Essential criteria
The contract will be awarded to the bidder who will met the elimination criteria and whose bid will be evaluated the lowest.
Bidders will remain omitted to their offers for 90 days from the deadline set for the submission of bids.
