Within the framework of the Public Investment Budget 2022, the Lord Mayor of Eyumojock Council, Contracting Authority hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE FOR THE REHABILITATION OF TWO

(02) CLASSROOMS AT G.S ABAT MUNICIPALITY, MANYU DIVISION, as follows:

The work comprise the preliminary studies carried out and the detailed information provided in the technical specification and the quantitative estimates.

This project shall be financed by the relevant credit allocation in the PIB 2021 of the Republic of Cameroon as per the imputation:

With effect from the date of signature of this Tender Notice and upon presentation of receipt attesting to the payment of a non-refundable fee of TWENTY  THOUSAND  (20,000) CFA francs, payable at the Municipal Treasury Eyumojock Council. A copy of the receipt showing payment of the fee shall be attached to the bid.

The bidder shall submit 01 Original for each Bid (Administrative, Technical and Financial) in separate envelopes and 04 Copies for each Bid (Administrative, Technical and Financial) in different Envelopes and finally, each Bid is Mounted Separately in one envelope in English or French at the Secretariat of the contract unit of the Eyumojock Council office against a receipt on or before 0 25/05/2026 at 10:00 am. The outer envelope shall bear the inscription:

The maximum execution deadline provided for by the Contracting Authority shall be Three

(03) Months

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the tender file, of an amount of Two hundred thousand (200 000) FCFA a validity period for Thirty (30) days from the date of opening.

On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non-respect of the models of the tender file, documents shall lead to a pure and simple rejection of the offer.

The offers shall be opened in single phase. The opening of Administrative Offers (Envelope A), the Technical Offers (Envelope B) and Financial Offers (Envelope C) on 25/05/2026   at   11 am local time by the Eyumojock Council Tenders Board situated at the Eyumojock Council Conference Hall.

Bid shall be rejected when:

•          The lack or non-conformity of bid security;

•          False declaration or forged documents;

•          They are incomplete or for non-conformity of administrative documents;

•          Non-availability of Attestation of NON-ABANDONMENT from DD MINMAP;

•          Incomplete Technical or financial Documents;

•      Technical characteristics which are not in conformity with those specified in the special Technical conditions.

2.            Main qualification criteria

The criteria relating to the qualification of bidders could indicatively be on the following:

-  Turnover of at least  Fifteen million (15 000 000)                                                  Yes/No

-  Access to a credit or other financial resources                                                   Yes/No

-  Expenditure schedule or other contracts under execution                                    Yes/No

-  Contractor’s references                                                                                   Yes/No

-  Availability of material and essential equipment                                                 Yes/No

- Experience of supervisory staff  Yes/No The non-respect of at least  four (04) criteria above shall cause the elimination of the offer.

The contract shall be awarded to the lowest bidder who satisfies the administrative and technical disposition

Bidders will remain committed to their offers for Sixty (60) days from the deadline set for the submission of tenders.
