Within the framework of the Public Investment Budget 2026 The Mayor of Eyumojock Council (Contracting Authority) hereby launches an OPEN NATIONAL INVITATION TO TENDER (BY THE EMERGENCY PROCEDURE) FOR THE CONSTRUCTION OF TWO SLAUGHTER HOUSES IN EYUMOJOCK AND EKOK IN EYUMOJOCK SUB DIVISION, MANYU DIVISION, SOUTH WEST REGION.
The work comprises of the preliminary studies carried out and the detailed information provided in the technical specification and the quantitative estimates
The total estimated cost of the works of this project after preliminary studies is TWELVE MILLION FOUR HUNDRED AND FIFTY THOUSAND (12 456 000) FCFA as programmed in the 2026 Budget
The works for this project are in TWO (02) LOTS.
LOT1. EYUMOJOCK
LOT 2. EKOK
Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities
This project shall be financed by the relevant credit allocation in the PIB 2026 of Eyumojock Council;
The file may be consulted during working hours at the Eyumojock Council technical service, in Eyumojock or at the office of the General Secretariat, MINMAP Manyu or ARPMP Buea as soon as this notice is published.
The file may be acquired during working hours at the Eyumojock Council technical service, in Eyumojock or at the office of the General Secretariat, as soon as this notice is published against payment of the sum of Twenty fiveThousand (25 000) CFA francs, payable at the Eyumojock Municipal Treasury.
Each bid drafted in English or French in Six (06) copies including the original and five (05) copies marked as such, should reach of Eyumojock Council not later than 26/04/2026 at 09 a.m. local time and should carry the inscription:
- Envelop A: administrative documents;
- Envelop B: technical offer;
- Envelop C: financial offer.
These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows:

The maximum deadline provided for the execution of the works forming this First Phase of the project subject of this invitation to tender is three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, and of an amount for the total project of
TWO HUNDRED and FORTY-NINE THOUSAND ONE HUNDRED and TWENTY (249 120) FCFA which is valid for Ninety (90) days beyond the date of validity of bids.

The bids shall be opened in a single phase. The opening of administrative documents, the technical and financial bids on 26/05/2026 at 10 am prompt local time by the Eyumojock Council Internal Tenders Board situated at the Conference Hall of the Eyumojock Council Chambers.
Only bidders may attend or be represented by a duly mandated person.
Bids shall be rejected when:
1- They lack bid security;
2- If the bidder has an abandoned project within Manyu
3- If the bidder has an on-going project that has exceeded contractual deadline;
4- Bid not registered in bidders register
5- False declaration or forged documents;
6- The bids are not in conformity with the Tender File;
7- Technical characteristics which are not in conformity with those specified in the special Technical conditions;
8- The technical offer must have at least (70%);
9- They lack one unit price;
10- Non conformity bid proper.
15. Main qualification criteria
The criteria relating to the qualification of candidates could indicatively be on the following:
1- General presentation Yes/No
2- Access to a credit / other financial resources Yes/No
3- Contractor’s references for the past three years Yes/No
4- Experience of supervisory staff Yes/No
5- Availability of material and essential equipment Yes/No
6- Special technical clauses completed and initialled in all the pages, yes/No
7- attestation of report of site visit Yes/No
8- (The non-respect of two (02) criteria shall cause elimination of the offer) YES/NO
9- Attestation of non-abandonment issued by MINMAP
10- Special Administrative clauses completed and initialed in all pages
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
