Within the framework of bhnging the West Région to the digital âge, it seems necessary to probide innovative digital technologies that can improve on data coolection, structuration and analysisfrom the différents key sectors ofthe Région with the pupose of enhancing the actractivity between régional services and populations, régional planning and décisions -making, the Président of the Régional Council is launching an Open National Call for Tenders For signing a framework agreement wIth purchase order for the implementation of an  autonomous régional stratégie intelligence platform to the benefit of the west région entitled "West Smart Région Project

The planned purchase order Framework Agreement shall be signed with the contractor

The minimum and /or maximum estimated cost of the opération after prier studies is not set in advance, hence the use of  a framework agreement. However, the budget allocated for the 2026 financial year stands at nine hundred ninety-nine million nine hundred thirty-nine thousand one hundred and twenty-flve (999 939125) CFA Francs

The Works shall be carried out in asingle lot.

Participation in this call for tenders is open on equal terms to Cameroonian companies with proven experience in the domain.

The work covered by this invitation to tenders is financed by theWest Régional Council PIB, for the2026 financial yearunder budget line Items P4.2.4

The hard copy of the file may beconsulted free of charge during working hours in the services of the PO/DPO at The Public Contract Administrative Management Entity of the West Régional Council as soon as this notice is published.

The hard copy of the file may be obtained from Public Contract Administrative Management Entit as soon as this notice is published against payment ofa non-refundable sum of four hundred thousand (400 000) CFA Francs, payable at the West Régional Council's Régional Treasurer at SOCADA behind the Toket Stadium.

It is equally possible to obtain the electronic version of the Tender File by downioading it free of charge through the addresses indicated above. However, online submission is subject to the payment of Tender File purchase fees

Each bidj jn f^epch or English must be submitted by the bidder on the COLEPS platform no later than 12 MAI 2026 at 10:00 A.M. Abackup copy of the bid saved on aUSB key or CD/DVD must be submitted to the Internai Public Contract Administrative Management Entity ofthe WestRégional Council in a sealed envelope with a clear and legible indication "backup copy," in addition tothe following statement within the specified deadlines, with the mention: 

"TENDER NOTICE TO THE OPEN NATIONAL INVITATION TO TENDER N°10/TN/RO/PCR/CIPM-AI/2026 OF 15/04/2026 FOR SIGNING A FRAMEWORK AGREEMENT WITH PURCHASE ORDER FOR THE IMPLEMENTATION OF AN AUTONOMOUS REGIONAL STRATEGIC INTELLIGENCE PLATFORM TO THE BENEFIT OF THE WEST REGION ENTITLED "WEST SMART REGION PROJECT"

To be opened only during the bids opening session"

The deadllne for the mobllizatlon of the company provided for by the Project Owner the exécution of the works, within the framework of this call for tenders following an order shall be thirty-six (36) calendar months. This deadllne shall run from the date of notification of the Order to commence the exécution of the services of the first order

Bids Bach bidder must include in his administrative documents, a hand-endorsed bld bond, issued by a financial body or institution approved by the Minister in charge of finance to issue bonds for public contracts andwhose list appearsin document 14 of the TenderFile (TF), offive hundred thousand {500 000)CFA Francs;

It shall be valid upto thirty (30) days beyond the initial date limit of the validity of bids. The absence ofthe bld bond issued by a first-rate bank or financial body of first category authorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to the immédiate rejection of the offer. Abld bond submitted but that does not have any relation with the consultation concemed shall be considered as absent. The bld bond presented by a tendererat the bid opening session shall not be accepted.

The administrative documents, the technical offer and the financial offer must be placed inseparate envelopes and submitted in a sealed envelope.

The Project Ownershall not accept:

Bids bearing information on the identity of the tenderers;

Bids submitted after the closing date and time for submission ofbids;

Envelopes without indication on the identity of the Invitation to Tender;

Bids non-compliant with the bidding mode;

Failure to comply with the number of copies specified in the RPAO or offer in copies only;

Any incomplète offer in accordance with the prescriptions of the TenderFile shall be declared inadmissible. Especially the absence of a bid bond issued by a financial body or institution approved by the Minister in charge of Finance to issue bonds for public contracts or the failure to comply with the model documents of the Tender File shall lead automatically to the rejection of the bid without any other procédure. Abid bond submitted but not relating to consultation concerned shall be considered as absent. Abid bond presented bya bidderduring the bid opening session shall not be accepted.

Candidates shall présent the original copy ofthe purchase receipt ofthe Tender file, when dropping the back-up copy.

Note: The original copy of the document may be requested at any time and at each stage of the procurement process, and failure to provide them may resuit in the disquaiificatlon of the candidate.

The bids shall be opened in two sessions and shall take place on the 12/05/2026 at 11:00 AM by the Intemal Tenders Board attached to the Président ofthe West Régional Council, in the conférence room.

1 Eliminatoiy criteria

They include especially :

failure to produce an administrative file document deemed non-compliant or absent, beyond the 48-hour deadiine extension after the opening of bids;

❖ The absence of the bid bond at the opening of the bids, with the receipt of deposit at the CDEC ;

❖ Thefailure to produce, beyond 48 hours after the opening ofthe bids, a document from the administrative file

❖ false déclarations, fraudulent schémas or forged documents;

❖ failure to meet 80/100 of essential criteria;

❖ absence of the sworn statement of non-abandonment of projects over the last three years;

❖ absence of an accréditation granted by the MINPOSTEL

❖ non-compliance with the format of the bids file;

❖ absence of a quantified unit price in the financial bid

❖ absence of dated and signed integrity charter;

❖ absence of afinancial capacity of three hundred and fifty million (350 000 000) CFA Francs issued by afirst-rank bank;

❖  absence of dated and signed commitment statement to comply with environmental and social clauses;

2. Essential criteria

The essential criteria for the qualification of bidders shall include for example:

• présentation of the bid;

• bidder's references;

• after-sales service (availability of spare parts, repairs workshop, technical personnel), where necessary;

• financial capacity (access to acrédit line or other financial resources, turnover, certificate of financial solvency).

• Staff qualification and experience ; â

• logistic resources

• methodology

Proof of acceptance of market conditions

NB :Each bidder shall meet at least 80 marks out of 100 to be teehnically qualified.

The project owner of the delegated project owner shall award the contract to the bidder whose bid meets the required technicalabd financial qualification criteria and whose offer was evaluated as lowestby including as the case may be the rebales proposed

Bidders shall remain committed to their bids for 90 days from the initial deadline set for the submission of bids
